Heritage park tender released

| 11/08/2011

(CNS): Despite being short of public cash, government has released the tender request for its Christian Heritage Monument on the site of the old government Tower building. The new park will include a bell tower and bust platforms set in landscaped gardens, and although it has not been revealed how much it will cost, the premier held agroundbreaking ceremony for it in April this year following his announced intention to create the homage to the country’s cultural heritage when the country had money.  According to the RFP circulated on Friday, the project includes erecting a Bell Tower, restrooms, a gazebo and five bust platforms. The total footprint is about 3,488 sq ft and government wants to begin construction in September with the goal of finishing the project by Heroes Day 2012.

Funds for the construction of the park, located at the intersection of North Church Street and Fort Street in George Town, are understood to be coming from the premier’s controversial nation building programme, and according to documents released following an FOI request by CNS, almost $50,000 was spent in the last financial year on bronze statues and plans for the monument. (See below.)

According to RFP documents the bell tower, which will form the central feature of the park, will be over 43 feet tall and the other key features will be the five bust platforms that will commemorate National Heroes.

The project as a whole will be delivered under the auspices of the National Planning Initiative, a programme which has been described by the premier as promoting “integrated national planning”, but the funding is understood to come from the Ministry of Finance, Tourism and Development and its development has been a collaborative effort led by the Public Works Department, with support from the Recreational Parks & Cemeteries Unit, the Planning Department, and the National Heroes Committee.

“Much more can and will be done to celebrate and augment our national heritage. Our children and grand-children need to have more opportunity to benefit from our gifts as Caymanians,” Bush said about the project earlier this year. “This monument will represent our strong Christian heritage and will show our pride in upholding these values, traditions and aspirations. This project on the whole, will greatly enhance our capital, and its benefits will be felt and appreciated by the whole community.”

Local companies with the right experience and skills are asked to submit tenders before the deadline on 2 September.

Someone on here has already mentioned that this area be turned into a lovely park with shade trees and picnic tables and benches for people to just hang out during their lunch hour.Have it well lit at nite so that our "bad boys"will not be able to use it for drug use etc.The tourists would love it and I am sure that the downtown vendors, shop owners would welcome such an addition to our local product and they might even be ableto pitch in and help defray the cost to Govt.Using it as anything else will not fly with many of our local population. We have enough "symbols"of greatness elsewhere so leave out the "Christianity"part for goodness sake.It will serve its purpose just as well just being a peaceful relaxing park.

How about some high rise parking so the Government can make some money instead of spending all of it in maintenance. How about offering certain parking levels to certain business in town for parking for there employees and offer the free parking for customers or maybe make GT more vacant so the Tourist cows dont get run over. This should have been done years ago , one by were the old tower building is and another behind the library. If a hurricane came people could save there vehichles and thus save us on some insurance hikes.

I propose that you honour all Beavers around the world, as founders of this and many other islands, with a gold statue.  I may even go to Church this Sunday to qualify for that Christian thing bit…  Who knows, maybe in a few weeks I'll be elected Pope.  The Beaver

    I am being serious:

The most cost effective, and beneficial thing that could be done here is to just put in a few trees and some landscaping and bathrooms where cruise ship passengers can get a break from the heat.

This would be benefical to those visitors.

Also set up some permanent covered areas where local vendors can sell Cayman food like they do at Pirates Week.

This would allow ordinary locals to make some money from cruise ship passengers.

A small covered band stand would be nice with local musicians performing Caribbean music.

This would benefit the local music industry.

Finally, and on the lighter side of my serious suggestion above – the Churches that received all of those hand-outs from Govt could themselves hand-out Christian pamplets, and try to convert thePagan Tourists to Christanity.

This would benefit the churches and the tourists

And oh yes, we could get a plastic statue of the Premier and have him standing in the area where the sun is hottest.

    This would benefit us all…

Which Caymanian food venders you talking about? I hope it will be the genuine people from Scranton, other GT areas, NorthSide, East End, Bodden Town, Savannah and West Bay that born here and can tell you which part of Cayman their mama, papa, grandma and grandpa born in.  Other than that leave the Cayman food part out of the deal.

      • Knot S Smart says:

I agree with you the food vendors should be genuine Caymanians from those areas. At Pirates week the same should be true because the idea is to have an exposition of Caymanian food prepared by Caymanians.

It really ain't rocket science, just a pay as you stay, shade  tree parking lot like the Kirkconnells have done behind their shops will provide employment, and income from a vacant parcel while govt. decides on a future use for the land.

Who makes these incredibly stupid decisions……?… I dare the responsible parties to speak up and explain how they could justify such idiotic waste of public funds and resources.

Have it ready for Heros Day??? Actually, for a lot less $, this site could be turned into a great green open space, with trees, benches, bathrooms etc. where people could relax in their lunch hour, read and have a sandwich and the tourist could find a respite from the sun/heat.

    • Anonymous says:

do you mean a natural open space, like the kind god creates?

    • Anonymous says:

This is exactly what I've been saying since they tore down the Tower Building.  Too much money is being spent on monuments, heroes and tributes when far less money could achieve a lovely relaxing area for tourists, residents and locals alike.  I simply cannot understand how in the current financial climate how Bush seems content to spend exhorbitant amounts of public money on things that will never achieve a return.  A simple park in GT, without extravagant religious or other monuments/tributes is long overdue and would be welcomed by all.

    • Anonymous says:

You simply don't get it do you? Shade trees take time to grow, longer that the time any single government is in power, and by planting them you risk inviting the terrible insult of being a "tree-hugger." Benches and  natural landscaping, that would create the sort of area locals actually might enjoy for a lunch break, don't require piles of money, so you wouldn't have the power of dispensing an expensive contract. It's not about what people  want, it's about earning Brownie points for election time. Consider the shade trees they cut down to create Heroes Square.  If you want shade now, you have to bring an umbrella when standing to contemplate the bronze figure of the hero who died XXXX.

Get the folks from the Botanical Park come in and make some beautiful, quiet, elegant and inexpensive park space in Georgetown.

It would give Cayman an exellant image in the eyes of tourists.

The former Tower lot, the small plot in front of the Post Office (the astro turf is definately ugly and not Caymanian) and the Glass House grounds could be made into parks that would be wonderful tributes to the incredibly gorgeous Caymanian flora.

This could be done for a lot less money than the cost of a bell tower and bust stands.

The size of the political egos on this island astound me.

    • anonymous says:

You mean like that nice shady area next to the library?? The one that smells of $hit and Pi$$ from all of the crackheads and alcholics who gather there at all hours of the day and drink and do their drugs and then use it as a toilet and leave all their garbage and liquor and beer bottles lying around…and the drunks that hang around there and speak to the ladies who have to walk by there, like they are street walkers in the far East??  Yeah, JUST what we want…

  15. Libertarian says:

The Constitution recognizes the Christian heritage of the Cayman Islands; and, if you havn't noticed, in its first part, it forbids one from prohibiting or stopping the free exercise of one's religion or faith – but cleverly, under the PPM's tenure, with the help of some Christian ministers, claiming to represent Cayman, the document excluded a clause to the effect of prohibiting the making of any law "respecting" or "showing favors" to an establishment of religion. Read Part 1 of our Constitution and you will see that there is no such clause against such favoritism. Hence, it is clear as day that this document was designed to "indirectly" infringe on the rights of other people's religion by not "directly" doing so!  The Constitution merely allows for the Christian faith to remain on a pedestal above other faiths, so that it will always have that constant influence in our small society that demands the monies from its followers. Such is the Constitution of the Cayman Islands – a Constitution made for "christian ministers" and not for the diverse community of many faiths we are today. The Premier claims every right under this document to show such favors to his own church, and to use the public's monies for his socalled, "nation building" scheme. Government has truly failed in giving a fair and decent democracy.

    • Dreadlock Holmes says:

I agree Libertarian. The Premier, through his comments, and his actions, seems to be a frustrated minister or worse a TV envangelical. I respect the Chrisitian religion but I don't need it rammed down my throat or subsidized with the peoples' money because the premier wants a special place in heaven.

  16. Anonymous says:

That site is far too valuable to use as a monument,  especially a monument that is essentialy a beacon to the world that Cayman's social mores and tolerance for corruption are both stuck in the past.  God is not going to save Cayman no matter what you build him.  That's McKeeva's job, and he's clearly unable to do it!  Sickening and should be challenged by all means necessary.  Public spending from now on should be on things that can be said to represent all of the people, not just religion and churches which – I am sure we are about to find out – are enablers of this political and ideological swamp we find ourselves in.

Confuscious or somebody please explain…what is a Christian Heritage Park? ::))

  21. An Onymous says:

Dear Mr Premier, please stop and think and then do the right thing by immediately scrapping the entire idea of bronze statues and bell towers for installation in the proposed Christian Heritage Park which you want to develop on the old Tower Bulding site across from the George Town waterfront.  While everyone knows that there are various logical reasons why you should not go through with these (far from nation building) plans, it is crucial that you not forget two of the most important reasons, namely:-

    1.   that ever since you took control of the Cayman Islands Government in May 2009 you have been declaring for all the world to hear that the country is broke. and

    2.   that as a professed and born again Christian your every thought, word and action should be guided by Exodus chapter 20, and in this particular instance, verses 3-6 –

" 3Thou shalt have no other gods before me.

4Thou shalt notmake unto thee any graven image, or any likeness of any thing that is in heaven above, or that is in the earth beneath, or that is in the water under the earth.

       5Thou shalt not bow down thyself to them, nor serve them: for I the LORD thy God am a jealous God, visiting the iniquity of the fathers upon the children unto the third and fourth generation of them that hate me;

6And shewing mercy unto thousands of them that love me, and keep my commandments…."

Otherwise instead of nation building the reality is contributing to the mockery of Christianity.

Oh Lord – why do I even bother.

Am just gonna go and bang my head against a wall and hope I go into a coma until these morons are out of office.

PS – the funds to build Jim Bodden's statue were raised by a private committee and did not come out of the Government purse.

  25. Anonymous says:

I understand that the project was earmarked from the previous budget.  However, I don't think these funds should be allocated to another monument in George Town, while there are several in the same vicinity.  I whole heartedly support the perservation of our culture, and a advocate for the green space, I do think that this site is not ideal for the location.  As mentioned in the past, this site should be used for a public parking garage.  I am sure that the majority have issues finding parking in George Town, and when they do, they are either parking illegally or in a designated spot.  And, now that we have companies, specifically  targeting these individuals, are to anxious to clamp you!

The revenue generated from this facility ought to be able to cover maintainence cost. If not, then the fees will need to be amended to offset the cost.  Alternatively, the government can lease the property to the private sector, which would be a win/win situated.  Govt receives fees and royalities, and the private sector contributes to the economy!

Just my two cents for the day!!

    • Anonymous says:

A decent idea but who needs a parking garage with an ocean view? Wouldn't it be better to sell or lease the land and get a cheaper piece furhter inland where you will be able to get more parking space for the money.

    • Anonymous says:

Whilst I agree public parking in the centre of GT is desperately needed, not in that location.  I totally agree with a plain and simple park without all the busts and bell tower and without the religious connotation in the name.  Cayman Heritage Park would have been perfectly appropriate but oh no, we have to bring religion into everything we spend money on for some strange reason.

  26. Anonymous says:

Say no to this ludicrous project! We don't need to broadcast that the Cayman Islands have a Christian heritage we need to LIVE it! Doesn't it say somewhere in the Bible to let your works be done not seen, so there's no need for a monument to remind us & then condone "back door deals & policies"

And yes, while it would be nice to have a park in the centre of town the same bunch that are sitting & drinking on the water front all day long (former gatherers that used to sit under the trees at the court house) will take over and have a new drinking spot. Don't think that will make a nice scenery for a Christian heritage park.

If anything build a Pay for Parking lot so people have somewhere to park in town & it will also pay for itself over the long run while decreasing peoples frustrations to find parking spaces.

  27. JTB says:

Why can the space and money not be used tfor something taht would be economocally productive. Georgetown is turning into a ghost town. Surely there must be something better they could do with this property. It's not like there aren't plenty of christian buildings around already…

    • Anonymous says:

I'm happy to have a regular park in this location, but not with all the fancy tower and other things, just a nice relaxing park for the people.  When it comes to the ghost town that is GT, and causes the cruise ships passengers to wander around like vacant lost sheep, its because our capital has nothing to attract or tempt anyone to be there.  We need cafes, shopping malls, supermarkets, clothes stores, parking lot, park, market , etc. so that people on cruise ships, working in offices, or living here can do all their shopping in one convenient location without having to travel from one end of the island to the other.  Then the cruise ship passengers would finally have something to welcome them, something to do and somewhere to go when they step off the ships, and we would have somewhere to go on our lunch hours.

      • Anonymous says:

Newbie or child of the 90s George Town was the hub of business we had the supermarkets, clothes stores, parking lot, park, market etc. before Camana Bay just imagine what will happen to GT when we get the Indian Town hospital in East End.   Maybe this was all a part of the plan to isolate GT let it die a natural death and when the sole Caymanian buisness family is left make anoffer to stop them from dying and then come in and revatialize the place and own it all.   A blind man could see but Caymanians are so blind to see what is happening around them daily.  I pray for my people.

  28. Jude T. Rominy says:

What a great site! This is a collaboration of all aspects of our nation, church, business and politicians. Each part of the tower represents one of these groups. The tower represents the nation’s businessmen, the stairs reaching heavenward represent the church and Mac is the bell end.

Whilst I agree with what you are saying, please let me tell you that there are many and i mean many Cubans who do not have enough food for the day and the health care system fo Cubans is absolutely not anything to have to brag about!!! but yes many of us will find it difficult to feed our children and put them in uniforms and provide them with their school supplies. McKeeva isnt looking out for the future of these Islands….the future are my children and yours, invest in their well being today so that tomorrow they can be better prepared than the so called leaders of this country and do more than they are now doing. But not the ppm, nor the udp, are worried about how our kids are fed and if we as parents have at our reach the basic things for them now. their kids are being fed, clothed, educated, sheltered, their bills are paid for probably with little are no effort!! But yes McKeeva, since the title of "Premier" has come about he has done nothing but say "I" and "I have done " I will do this" "I decided" "I said" ………..does the man even remember that he is just a man?!!! and that he is not in office because "HE" put himself there……the people out of good faith placed him there and he should be working for the "PEOPLE OF THE CAYMAN ISLANDS" not for "I"……….that is dictatorship. STOP FIGHTING WITH THE PPM!!! START DOING SOMETHING FOR THE PEOPLE…..FIGHT FOR THE PEOPLE AND THEIR CHILDREN AND THEIR SOCIAL, AND ECONOMIC WELL BEING……SHARE WITH US A SENSE OF STABILITY AND SECURITY THAT MCKEEVA CAN ENJOT SO MUCH EACH AND EVERY NIGHT!!!!!!!!!!! I HAVE TO SLEEP THINKING OF HOW I AM TO PAY MY BILLS HOW DO I GO ABOUT MAKING MORE MONEY SO THAT I CAN KEEP FOOD ON MY TABLE BECAUSE IGA IS NO LONGER INEXPENSIVE!!!!!!!!!!!!!!!!!!!!! Unfortunately it does seem that is the way we're headed.  When voters follow their party leaders instead of thinking for themselves, that's what happens.

Maybewhen you can't think anymore about where the next buck is going to come from, you should consider going to social services..but if you are a caymanian you may not have much luck..because they will give money and pay for apartments quicker for people and their offsprings from other countries who were fortunate enough to wed some idiot caymanian…

But you are right, neither the ppm or udp cares about the future of the children in these islands…what is the government doing to help the children who have left school that could not attend college or universities when they graduated from high school? and don't even mention the "Passport to Success" that is just a farce and benefits just a chosen few..not every child has the ability to work in a bank or office, or even want to go to college..why do people think that a child is incapable of working if they do not have a college degree or have a piece of paper that is easily bought?…we have been fooled here before…some children cannot find jobs and despite what some people may think, they want to work..some kids want to perform trade work, but are being ignored and left to roam the streets because they do not "qualify", they do not have 5 or 7 years experience..how the hell they expect a school leaver to have these qualifications!

So I ask again , what is the government doing to help these children?..they are high school graduates, cannot find a job, uninsured because they cannot be covered under their parents (if working), some are demoralized and guess what.. if they are weak, they may turn to a life of crime to get by…is social services the answer…? how much is in the budget for this department..rather than building monuments, maybe the govt should take that money and hand it to social services..but then again, who would benefit….?

This is absolute madnes in these times when the Government has forced its hard working civil servants to axcept a pay cut whill the Premier draws his pension without retering and now building a monument to represent his political party symbol a bell adopted from the Jamaican labour Party.

The Country already has a National Heroes park in fron of the Court house that was designed to accomodate 12 national heroes, the fact that the previous government placed catboat, and other deserving monuments there cannot justify another "Heroes Park". Is he going to move Jim Bodden and is he a greater national hero than the others since he has been graced with a full body sculpture while the latest national heroes will only have a bust..

The peolpe need to rise up and stop this madness and force the Government to put this land to more practical use like a multistorey car park and offices for the legislative Assembly.

I think this is a great  idea, because tourist from cruise ships are hanging around that area just dying for a nice relaxed atmosphere to sit and enhoy cayman.  Very good Mr Premier, but of course there iss be those who say Nay about every thing, they cannot help themselves.

I cant help myself…. nay….Unless I get the contract that is.  How about it.  Give me the contract and I'll shut-up about that church donation.

I don't say nay to everything, just the stupid things. We need decent schools for our children and breakfast and after school programmes way more than we need this.  The average tourist has no interest in a Christian Heritage Park. There are no prizes for guessing which "heroes" bust will be the first to decorate this waste of money.
