Mac accused of abusing LA

(CNS): The independent and opposition members have joined forces to draw public attention to what they say is the very real abuse of the parliamentary process by the premier through his majority power. The opposition benches have united over what they say is the direct threat to democracy that must be address, and are calling on the support of the Cayman people and at least one government member to try and force government to follow the rules. The continued abuse of power by McKeeva Bush is undermining the country's parliamentary system and its built-in checks and balances, the politicians said as they pointed out that the Legislative Assembly is meant to be much more than a rubber stamp for government business.

Ezzard Miller, the independent member for North Side, said he had approached the opposition members about joining him in calling attention to what he said was the “malfunctioning of parliament” and to try and address the problem.

“I've been troubled for some time by what I regard as the abuse of the Standing Business Committee by the premier,” Miller told the press on Thursday morning. He explained that the premier, who is chair of that committee which decides the business of the House, is using his power and making a choice to deliberately refuse to put important motions on the agenda that come from him or the opposition, despite the fact they have been legitimately accepted by the speaker.

He said that he and his colleagues were being prevented from doing their job as representatives of their constituents and raising debate because Bush is using the government's majority to push out any business other than the government's agenda when there was no authority for him to do so.

Miller accused the premier of refusing to allow three motions submitted to the Legislative Assembly by him back in April to reach the order paper. He said all three motions went to the heart of the cost of living issues and had been brought to the LA in the hope of persuading government that they would make life easier for the people.

One motion requests government remove duty on medicines, the second to reduce the duty on gasoline and the third to introduce a minimum wage.

“The premier is deliberately refusing to allow these motions for political reasons as, if he allows them and government votes against them, he will lose public support,” Miller noted. “But if he and his government support them then he will be allowing me political credit, which he obviously doesn't want to happen. But this cannot be any way to carry on the country's parliament,” Miller noted.

He pointed out that the premier was also abusing the power given to his office by his habit of stretching parliamentary meetings over months, preventing the opposition from submitting new motions or questions.

While government is closing down the opposition, because Standing Orders have still not been amended to meet the requirements of the new constitution it is able to bring whatever business it wants, at will, without having to start a new meeting.

The current parliamentary meeting was due to start at the beginning of May but as a result of various delays with the government's budget it finally started on 23 May. Since then, it has been adjourned sinedie on numerous occasions and is now almost three months long. By continuing to prolong the same meeting, the government is able to effectively shut down debate and use the LA as nothing more than a rubber stamp. The opposition cannot submit anything new once a meeting has started and must now wait until the premier properly adjourns this meeting and starts a new one – something which is entirely in his hands.

Miller said that with the support of the opposition he is now asking the speaker of the House to call a special sitting of the LA under the Standing Orders to debate the existing private motions that have been ignored so far and force government's hand.

The North Side representative explained that the speaker has the discretion to do this herself, but if she is not willing, if seven members of the Legislative Assembly request it she is obligated to call the meeting. As a result, Miller says, he is calling on just one member of the UDP who cares about the people of Cayman and the cost of living to step up, search their conscience and join him and the opposition members in requesting the special meeting.

Miller said that he is also alerting the Foreign and Commonwealth Office and the Commonwealth Parliamentary Association about the abuse and requesting their guidance. He pointed out that the CPA does not have any powers to intervene but it can offer advice to governments about proper parliamentary procedures and, if nothing else, at least embarrass government into following the rules..

Opposition Leader Alden McLaughlin stated that the behaviour of the premier was threatening democracy as one of the main roles of parliament was to debate and discuss issues. He said that while the public may criticize politicians for not getting along, the Westminster system demanded that the opposition act as a check on the executive or Cabinet and raise questions about government policy.

“People may think this is just politicians wrangling but it is much more,” McLaughlin added. “It is about democracy.” He warned that when government has the majority power  and it begins to ignore the rules, that is very dangerous.

      It appears they will remain silent, and then foolishly act like they did in Turks and Caicos about their full British rule, abolishing everybody's democracy for a crappy constitution!  I think they need to go back to the drawing board and brainstorm better ideas on what it means by "good governance."

    I say let us set an early election for May 2012 and so we can get everyone of them out of the house. Party politrics has ruined Cayman and we have to make our elected officials be more responsible and accountable for their actions. Why does an MLA say John John get $110,000 a year and who is disgrace? Their salaries should be paid on a montly basis of $7,000 max as we all know they only work 3 months of the year and half that time is spent arguing, being negative and looking to fill their pockets. The UK wants to rid of us yet doesn't want to force independence, we've got Mac who is 2 cents short and is very much Chavez. Cayman is in for a harsh wake up call and I'm afraid we could be on the path of total chaos and mayhem.

    Wake up people there's only ONE MAN WHO HAVE THE POWER TO CONTROL EVERYTHING!

    And his name is : Father GOD!

    No mankind on earth will ever have his amount of power.

    I wish God was everyone world wide Kind,Queen,Premier and President; atleast things would be alot more FAIR and HONESTY will not be an issue but one day he will be here on earth and change everything from EVIL to all GOOD! … Which I can't wait for oh what a good day that shall be a wonderful day take away all the EVIL and replace it with pure GOOD.

      Don't be so heavenly minded and no earthly good. We have to do what we can do down here and make a difference. Some bewildered ones are taking about change of parties, but that won't do it. What we need are politicians with the backbone who will first realize and stop denying that a constitutional systematic change is what is needed for these islands. Merely changing politicians will be under the same old uk system. Cayman needs to have a government for the people and by the people, and a representative democracy on its own, will not cut the cake. There needs to be more "direct democracy" provisions where the people can participate more in their political affairs, and have a say in their communites against developers and greedy investors. The people should always have more say over a representative or MLA who has forgotten the people; hence, there should be provisions in the Constitution to remove legislative powers from the hands of our MLA's and give them to the people whenever there are bills of national interest. We have the technology to ensure direct democracy on these islands, and those who are presently in the UK do not mean us well, because they will see to it that we have a mordernized constitution with strong checks and balances against political corruption. So far, they are silent and watching us divide and conquor ourselves by party politics.

    By abusing the L.A, he abuses any right-minded members of the electorate and all taxpayers. He takes seemingly normal examples of 'Homo sapiens' and reduces them to invertebrates,  so sharing physical chacteristics with jellyfish and sea anemones.

    Is there no man out there with the qualities of leadership, and incorruptible integrity that the electorate deserve? Please stand up and make yourself known! Judge John Deed, where are you?

    The PPM and Ezzard are not perfect….but are far more trustworthy for Good Governance than the current bunch in power!

        Anyone who took a raise when the rest of civil service was scaled back or is double dipping on pension when they've basically admitted they are not convening or doing anything since May – should be dismissed and barred from political candidacy for life.  Legal or not, they are not acting in the public's best interest as they are sworn to do.

          Agree with all of your posts above. I was only saying that of the two current choices the PPM are more trustworthy. I in no way think thay are saints!

          I too hope and am working to encourage other educated and trustworthy persons to get involved and help to bring about systems and enforcement of law and Good Gvernance.

The PPM have ALWAYS and will always have a far superior reputation for trustworthiness and transparency than the UDP. And the situation is getting astoundingly worse from one day to the next.

    I am proud and happy that they have publicly spoken out against the method in which the Premier is running this country (into the ground).  I think it is about time that they have put this forward in such a straight forward and to the pointed manner.

    If there is not ONE, just ONE, UDP MLA that believes in democracy then it is a sad day for Cayman.  

    Many speak against the party system and I tend to feel that way also, but if we had one man one vote, the parties would  not have the control they do now, because the elected officials would owe their allegiance to those who elected them not the buffoons on whose coat-tails they road into office on.

    All major projects and MOUs should be put on hold until  the people once again have  democracy, properly administered, returned to the Cayman Islands.  I do not want this to be at the hands of the UK but if that is what it takes then so be it.

    The Premier is under a criminal investigation for allegedly using his political influence for personal gain.  His management of the Nation Building Fund is being heavily scrutinised by the AG — which in my mind amounts to a second investigation for finacial irregularities.  He's been accused of interferringin the process of procuring services for government – his action leading to 2 (or isit 3?) writs against the government, which is likely to cost the country millions of dollars in legal fees.  His own portfolio has broken the law by not submitting proper and timely accounts – so he's used his majority power in the LA to change the law to avoid having to comply!   He's now being investigated for abuse of LA procedures.  He gives $4.1M to religion to fight against the cause of lawelessness, i.e., Satan! 

    The content and tone of the Mr. Bush's recent address to the nation — along with his demeanour — shows him to be truely a troubled man; obessed with power; unable to handle the normal criticisims of political life, and struggling to stay in control. Quite frankly, I fear for his health as I much as I fear for the health of our nation.

    And yet, despite all of this, it's not the Premier that worries me most; it's the fact that the "country" seem absolutely impotent to do anything to bring this man to task,which is an total indictment of the honorable and sensible members of the UDP, the Govenor, the Opposition, and overall our new constitution.

         I keep saying this over and over.The party system is causing much of these problems in the House and also the Speaker of the House not being able to control how certain people get up and basically "take over".I have heard many times the Speaker trying to stop the Premier but to no avail and this is not what the House should be used for.How does one stop this?Well thats going to be up to the public in the next election and if we do not have any changes(for the better)then only time will tell how that will work out.We certainly seem to have no respect for each other in the House and that must stop.No one is putting CAYMAN first.No one.Herein lies another BIG problem.Greed and huge egos are the order paper for the day???Until these island representatives all grow up this will never change which on the face of it is VERY sad.

      Big Mac went on a fact-finding trip a few years ago….He toured the other failing Caribbean islands and saw that power hungry politicians had created a way to line their pockets, create loyalty, and gain power.  It was called the Two-Party system!  Mac saw that thishad kept the masses down, but allowed for personal growth and an idea was born.  He formed a party and took over power in Cayman.  His opposition had to respond so created the second party and the rest is our recent decade-long sad, sad, history.

      We are too small for this and need to go back to electing honest hard working people who will one by one, serve their people….not their cronies, not their buidling contracts, not their churches, not their selves, but THE PEOPLE. 

      I recently read how Jamaica is so in debt that only 10% of his govt funds actually can go for schools, roads, or healthcare.  My friends, if we let our politicians (of BOTH parties) keep spending and blaming the past, then we too, will end up like our broken Caribbean cousins.

      STOP the two-party system and stop this spending madness.  We all need to tighten our belts and wait-out this second wave of economic destruction.  In a global world, we are so very-very small, but Cayman will feel the worlld's economic pain and needs to be prepared, not listening to a bunch of self serving political fools.

        My granddaughter attends the same school as his grandchildren.  When I see the fancy, expensive truck being driven by a security driving his wife to the school to pick up the grand kids, my heart bleeds.  In order to keep food on our table after I went from having to spend 600.00 per month to buy food to feed my family, to hacving to spend almost 1000.00 per month for the same 5 for 19.99 at FFF and all the cheap generic brands just to have sufficient to be ablr to pay the electricity bill that has almost doubled in size and we have stopped using a lot of electrical appliances to be able to live in our "Beloved Isle Cayman".I wonder of McKeeva Bush actually believes in what he is singing.  I doubt it.

    The sad thing here is that the Premeir is ignoring every one no matter what the problem is and even sadder is the fact that the opposition or independant cant do anything if the people do not stand behind them also. Its either the people dont care and want him to carry on this way and the members of  government has no spine.

    If what  the independant & opposition is saying, is true then I think its time for a vote of recall by the public, which can be done right here in Cayman. Why bring the UK in on this as it will only strenghten their thoughts that they need to do to Cayman what they did to Turks & Caicos.

    We the people of this island needs to have a say in this also. We are the voters, we put you all in there and beleive me we are ready, willing and able to remove all of you. So people lets show solidarity for our country and not let a few selfish people destroy what our fore fathers built and left for us. Disban the party system its a demon in our Cayman  Islands.

    Im fed up to the core.

      And the only way you can change the party system, is to revamp the constitutional system altogether. Call for a new constitution with better terms and clauses that has more provisions for direct democracy. Don't be fooled in thinking that a change of political party will help. It may temporarily bring change, but not the change in the people's interest. Don't be caught up in party politics if you so desire real change!

        A new constitution eh? This one was thirty years in the making, how long do you think it will take us to pull a new one together? I think we can get the change we need even with this flawed one. What we need is people with the will. People who will stand and be counted; people who will rise to the occasion when the time is right. Unfortunately most Caymanians do not fit that category. We hide behind the shroud of anonymity; we back-bite; we murmur and mutter in little groups but when the time comes to do something…oh-oh where did they go?

      If they can't deliver and we can't find someone up there with the political power and persuasion to deliver direct democracy for the people of these islands, I think, it is time our leaders look for another super and economic power to be our protectorate like annexation to Canada, a vibrant economy, and would benefit from the tourism of these islands. If the UK can't deliver, then I am sure our leaders can align themselves with United Nations and make a bonus agreement for these islands without us suffering economically, because it appears these so-called UK lords, are failing to deliver even to fight crime and corruption in Cayman. They can't even get their house together, seeing the riots and protests. Cayman, wake up, there is no such thing as little change to see big results!

        Be Careful of what you wish for. Do you honestly think anybody is going to do this for nothing or without gain? Do you honestly believe that this would be offered as it is a nice place to go on holiday?

        40 per cent tax on all income, 25 per cent witholding tax on any property generating an income, sales tax additionally added to all prices displayed, the list continues ….. yeah great I cannot wait!

          Canada is a decent place. Better laws, better taxes, and no history of violating people's rights and freedoms. I think Lib has a valid argument. If we can't survive by independence, we can cede to Canada or some other superpower.

      Because he was given the power and right to do so… as was stipulated in this Constitution of ours that was formulated by religious ministers and the FCO under PPM's tenure. The UK tolerated us with this document. It is like they want us to be divided by poli-tricks and fail economically. They have not ensured a pure democracy for these islands. Developers and big shots can come here and through monies, do as they please. The people have no say!

    The problem is that all the LAs are arrogant, entitled and self-serving.  McKeeve is the worst only because he has the most power to abuse. I don't believe Miller or McLaughlin would hesitate to use the same nefarious methods if they were in power.

      McLaughlin was in power 2005-2009. Miller was in power in 1988-1992 and didn't. McKeeva is the single worse choice that we could have as Premier.

      Newbie, both Miller and McLaughlin (or is the McLean you intended to say?) were in power and this country never experienced the abuse of power like at the present time and the wholesale exchange of our lands into foreign hands.  If anything at those times Caymanians were in control of the country and there was lawn and order now it's being run by foreign entities and almost lawless.

    Alden and Ezzard, you need to revamp our whole political system!  Just don't take your complaints to the Foreign and Commonwealth Office and the Commonwealth Parliamentary Association, but take your complaints to those powerheads in the UK that advocate direct democracy!  Let power over us have power attacking them! Strengthen ties with parliamentarians, elites, and powerful people, and those who are able to influence democratic change for these islands. Think diplomatic!   Our Constitution is lacking the proper checks and balances we need. It gives the Governor and UK politicians too much power over the people, and it does not ensure the people of these islands being heard except for election day and referendums – the document is shameful!  It is inadequate!  We need a better Constitution than the one we have now, because we the people should be heard at all times. We need a Magna Carta where people of a community can vote down a developer, a greedy investor, and have more influence in political affairs over our islands.  You can make a positive difference (heroes) if you strike at the root – not at the branches!  Cayman needs a Constitution that is leaning towards a "direct democracy" – not a constitution where you have representatives (MLA's) that remember you during election, but during the four long years, caught up with money and have no time to hear what you say, or at least do a survey to see who is for this or for that project.

    Alden / Ezzard, the people need better!

    Look, we all know this has been going on now for quite a while under the leadership of The Premier and it will continue to happen no matter how many press conferences or complaints the Independent and opposition members hold or make.

    You have The Speaker and the other UDP Ministers and elected members that would have to go against the wishes of their "beloved" leader and THAT WON"T HAPPEN, as they are a bunch of spineless wimps!

    The only hope that The Cayman Islands have is for the [completion] of the criminal investigation against The Premier.

    In years to come, the members of this UDP Government will not be able to walk on our streets with their heads held high, trust me!

        Now….

        Mr. McField took out loans, but to do what – build homes that could not stand the test of time and have now been demolished.

        Premier took out loans (CI$72 million), but to do what – build a Disney Turtle Park – it costs us CI$10 million a year to keep going.

        Now what benefits all schools and roads or shoddy homes and uneconomic Disney Turtle Park?

        I know where my vote would go, where  will yours?

          17.28 Imagine what the nearlyone million a month in subsidies at the Turtle Farm could have achieved, if administered by someone with a good business sense and their heart in the right place! These losses, caused by ineptness and apparent greed, make me feel  sick whenever I think of them. Many years ago in Nigeria, a government minister arranged for the delivery of an entire ship-load of cement, in order to get the kick-backs. The cement was never unloaded, and  the ship was towed and sunk when the cement eventually solidified. But who cared? All the money had already been made by those involved. Forget the taxpayer! Electorate! Please give us a leader of sense and incorruptible  integrity at the next election. Surely there must be ONE, hiding somewhere in these islands?! Hello? Show yourself, please!

        says who?  UDP?  but they can find $10M to waste on foolishness.  There are no financials to prove that the PPM left the country in a mess and McKeeva and his crew can find money for anything THEY want and NOTHING we need!

          Another dip of global recession is on its way, says the experts. The first was under PPM's tenure, and now this one may come under UDP's tenure. With the spending and lagging projects, I must say, God help us!

          that $10 million is just the money you hear about.  I'll bet you would sit down and cry if you knew how much money was really wasted/stolen. Just gut wrenching.

            I'm sure I would.  I just hope the AG and the Governor have the courage to do what is right and investigate, investigate, investigate until they get to the bottom of all this corruption.  I don't care who is involved.  They should ALL be held accountable.  I hear of more and more people suffering around here everyday while the "chosen few" live the life of luxury.  How anyone could call themselves a Christian and allow this, is totally and utterly beyond me.  I am a Christian and i do not agree with the money given to the churches unless it is given for a specific purpose to help those in need and it is overseen properly.  If this money has been used to help people, then let us see what has been done.  If not, give it back to us, the people, who are taxed so high in everything that we are strangled by our bills.

          1) Vacation (Business) trips overseas

          2) Plush new rides

          3) Plush security, cooks, utilities all on us

          4) Donations to their local churchs.

      View their pictures, they always look like they are frightened or scared.  What a web they weave.  Are the voting public being fooled or are they scared as well.  I would assume, that with all the highlights of the happens with the UDP some of them should be able to understand that all is not well in Paradise.  What goes up must come down.
