that road is ridiculous and only going to cause much more grief if it is not re-structured.  People travel at highway speeds on that road and have no median between oncoming traffic, only a painted line! that is like putting only a painted line in the US on the highway where the separating medians and guard rails are!  ridiculous planning whoever planned out that road! go back to one lane each side, or put a median and turning lane in!

Firstly, 40mph is NOT "Highway speed".

Secondly, unless you witnessed the accident, don't jump to conclusions.

Thirdly, the majority of accidents in Cayman are as a result of drivers who are both careless and disregard the Traffic Laws.

and Finally, as long as the DMV continues to issue Driver's Licences to individuals who are allowed to take the Theory Test SEVERAL TIMES IN A DAY, then we will have drivers who neither know nor respect the Road Traffic Laws.

Obviously you do not use that road – it is a rare individual who actually abides by the 40 mph – everyone else averages between 50 – 65 mph. RCIP, where are you??

You forgot all the drunk drivers.  And the high ones.  And all the old Japanese car drivers (I mean the cars are old and Japanese, not the drivers).
