‘Gift’ for Mac’s PhD probed

Micky Mouse degree.png(CNS): The police and the Anti-Corruption Commission are currently investigating a money transfer made to the University College of the Caribbean (UCC) of US$1 million in relation to the honorary doctorate that the former Cayman Islands premier was scheduled to receive before he was arrested last December. The UCC chancellor confirmed this week that a donation was received in relation to the special degree that was to be given to McKeeva Bush but it was returned after the college deferred awarding the honour. When asked about the transfer, which is understood to have been made from a bank in New York, local officials confirmed that a joint investigation was underway.

“We can confirm that an allegation of corrupt behaviour, as you describe, has been received by the Anti-Corruption Commission (ACC),” a spokesperson for the ACC and the RCIPS stated Thursday in response to questions from CNS about a large donation to the UCC from a US bank that was involved in re-financing talks with the former Bush administration.

“As with any allegation made to the ACC referencing corrupt behaviour, the complaint is firstly registered and the details are then reviewed to determine the validity of the accusations made and the existence of evidence. We can confirm that a joint investigation involving the ACC and the RCIPS is now underway and, as such, it would be inappropriate to comment further at this stage,” the spokesperson stated, making it clear that the commission had determined that there was merit in the accusation.

The UCC chancellor, Dr Herbert Thompson, responding to CNS questions via e-mail from Jamaica, said the gift to the UCC Foundation, which was made last year, was returned when the honorary doctorate was not conferred.

“The UCC Administration is satisfied the matters were amicably and adequately handled and does not wish to make any further comment at this time,” Dr Thompson stated, directing further enquiries to the UCC Foundation’s attorneys, Hamilton Brown Hamilton & Associates.

Bush was scheduled to receive the honorary doctorate at the college in Jamaica on 13 December 2012. However, he was arrested just days before and questioned by police for two days. Following his release on bail, he headed straight to the college, where he delivered an address on integrity but did not receive the degree.

The gift to the college, which was made on behalf of Bush, was reportedly transferred back to the original bank. Although the ACC has remained relatively tight lipped about the issue, other sources have informed CNS that there are concerns that the funds represent a payment made in connection with a potential re-packaging of government finances, which was transferred to the regional university on Bush’s behalf.

In addition, other sources have told CNS that several potential charges against Bush in relation to theft of public funds and further misuses of the government credit card have been passed to the director of public prosecutions for consideration. However, no further charges have been laid against the former premier, who is only days away from a general election and currently facing 11 counts of theft and corruption.

    I am an optimist at heart. However, BIG MAC secured his future when status grants were given out. We can accuse him of not thinking forward for Cayman, but he sure thought forward when giving out all those status grants! And let’s face it, the grants were given to very powerful people in cayman, as well as your every day joe. BIG MAC sure is sure he will win, and he thinks he knows he has good reason to believe this. In a way I can see why. If he is not elected, the all those status grants may be investigated. Well, being the eternal optimist, I would like for Cayman to make good choices, not for money, bribery, corruption but simply for the best future for our children, ourselves and our survival as a nation free from dictatorship. THINK CAYMAN VOTERS. THINK ABOUT THE FUTURE.

      I will agree that a lot of undeservings received status at that time, however, I am a Caymanian maried to an American.  I applied for his Caymanian Status at that time and he received it.  He does nt involve himself in the political arena in Cayman and the only interest he has in citizenship is the fact that we have 2 children, who fortunately have dual nationality.  So I wish you people would leave the Status Grants alone.  The issues here is the alleged criminal activity of the former Premier now and his childish explanation that the Governor and Commissioner of Police would like to see him in prison.  If his heart was pure and his hands clean, his political career would not be at stake now.

      I will be voting for the best candidates in this election (Think Independent) and the UDP / PNA candidates do not qualify. Every politician associated in any way with the UDP needs to be shunned tomorrow as a result of the many alleged crimes and investigations surrounding the former premier – starting with our current leader.     Guys, based on the reports, it doesn't appear that the donation was actually given to the UCC itself.  My interpretation is that It was actually made to their US foundation, UCCF US Inc., which is a seperate organisation based in Florida, to establish a Scholarship Endowment Fund for needy Jamaican/Caribbean students, apparently in Bush's name. 

    I didn't get the impression therefore that it was made in exchange for the honorary degree itself that they were planning to give him.  But in any event, he has now strongly denied any knowledge of it anyway – we hope he is speaking the truth. 

    However, if it is ultimately shown though that he really is speaking the truth on this ocassion and wasn't aware that this donation was made in his name/honor by some other unknown benefactor(s), then this would be clear proof that the funds was in fact not given in exchange for the actual honorary degree itself – since it seems it was specifically for the planned scholarship endowment fund and hence I don't think UCC itself could have benefited directly – although this may be the perception right now.  Let's see what happened when the investigations are completed!

      Do you have some insider information on this.  No where in the article does it state that it was sent to a Florida based foundation.  Please go back and re-read the article for clarication.  The person who responded to CNS is located in Jamaica.  If you have evidence of where the funds were sent and who received it then I suggest you publish it as the saying goes "the proof is in the eating"  Let us not try and sweep this one under the rug XXX  Cayman elections are near do the right thing and vote Big Mac and his cronies out

    Rather than immediately reject the gift/donation UCC instead wanted to give away a PhD. Anyone who has earned a degree from UCC should be annoyed. This devalues UCC and their staff and students. Ps, Big Mac could have brought one from Ashwood University for $1500 but then math is not a strong point….

      I have checked the UCC website and they don't seem to offer Ph.D degrees; only up to the masters level.  So, I don't think that they could have given away a Ph.D degree at all!  

      Sadly, most of you including even sections in the media are totally confusing an earned academic degree with a honorary degree – a honorary degree is not referred to anywhere as a Ph.D!!  Come on my Caymanian brothers and sisters, let's argue and speak knowledgeably and intelligently as the world is watching us and reading our blogs!

    Ok, I was having a rough day at work, and then I made a time and read CNS. I got to say thanks for all the sarcastic and funny and serious and crazy and stupid comments.     Does anybody know what fraction of the files relating to corrupt practices involving politicians that the police send to the DPP actually result in the DPP authorising the laying of formal charges?  It would be interesting to know if that fraction is lower when compared with other types of white collar crime.

    I don't know what the answer is but if it is lower without a very good reason then maybe we need a special prosecutor or more anti-corruption resources or both.

    Don't forget that the CIG stalled the port berthing project like forever and the Jamaicans built the new one that can accommodate any size cruise ship, i.e the new RCCL mega-ships.

    The cruisers would have rather come to GC  than run the gaunlet of beggers at the other port. 

    I would love to find the money trail on this one.  Seems like everyday there is yet another chapter to add to the art imitating life book that someone I hope is writing.  I think the final chapter will have the main character buggering off to a remote location and hooking up with the ex-T&C guy.

    Confering Honorary degrees for donations unfortunately is done the world over and is usually reserved for the elite and celebrities Where People like Oprah Winfrey and others get such degrees from variuos universities for enormous donations.     IF there is a US element that requires investigation then hopefully our police will contact the US Department of Justice and ask for the DOJ's assistantance under US Foreign Corrupt Practices Act.  Unlike our own anti-corruption authority, the DOJ has deep pockets and real investigative power.  In cases where there is a pattern of corrupt practices they can also invoke the RICO Act.

      I read in one of the postings that the donation was seemingly not made in xchange for the proposed honorary degree?  Seems like it was to launch a scholarship/endowment fund through their US foundation for deserving Jamaican students. 

      Therefore, maybe we should not be too quick to ctritisize the Jamaican university until we know more of the facts?  I know all of this sounds juicy and sensational but should we not wait to hear the full details?  Has the UCCF not put out a full statement of their own yet?

    I think from the criminal charges made in the Courts against Bush and not from mere allegations, the post-UDP team now the PNA has made the best decision and has done a service for the country. Mike Adams, Ellio Solomon, and Captain Eugene dissappointed me. I know alot of people like Mike Adam's personality, but him siding with McKeeva after charges have been laid against him is just dissappointing. I know where my votes are directed to now. As a Bodden Towner, I am still a supporter of the Shetty hospital and so Mark along with Anthony will get my vote again.

    I am presently listening to PNA speaking over the airwaves. Can you imagine Rolston on 89.9 right now announcing that the one he mentored is to be slapped with other charges. All I can say before I go to bed, I feel like not wanting to vote. PPM same old crew, C4C indicated that they don't want to work with anybody else but themselves in the LA, and if you vote UDP, they will put in their leader like PPM would. If I should vote it would have to be an Independent or Rolston and his PNA crew for their heroic stance and the work they are presently doing serving in government. I believe they can accomplish much with Independents help. The PNA are the only ones who are saying they are willing to work with the other members should they get in the LA. The PPM, UDP, and C4C says they will not work together. That shows to me PNA and the non-C4C Independents are the better choice.

      What I do not understand is why on God's Green Earth does the past Premier think he needs a PHD anyway XXXX.  Heck he did not even get a High School Certificate.  What benefit he think he would derive from a PHD.  Does he even know what the letters stand for?   A PHD does not fit his bombastic attitude – he does not have the class that goes with it.       Even though all of this is frightening there is still a light at the end of the tunnel – the light is  please do not elect  any of the UDP in George Town, or  Bodden Town.  I guess there will always be people in West Bay supporting him, they have been on his gravy train so long it will probably take a few generations to get rid of his DNA.  However I know that there are many many good, intelligent honourable folks in West Bay who are as disgusted with him XXXX as I am.  I wonder what the likes of Jonathan P, Chris S, Theresa P, Rayal B thinking today.  Do you really still believe that he is the person to lead this little island for the next four years.

       

      Theresa you are always talking about your dear departed mother in your debates on the radio and tv.  With all the good qualities that you say she had ( I do believe she did) do you think that she is pleased with the choices you are making for Cayman and yourself? 

       

      Jonathan, I know you personally, what in the world are you thinking?  Are you giving a thought to your  two sons?  What will they think of all this XXX- surely this is not the legacy you want to leave them.  Do you really want to get in the LA that badly.  I pray that all of you will search your hearts and souls to find your moral compass and do the right thing, try to get back in tune with honesty, justice and integrity.  You all were pretty good people. 

       

      One last thing before I close- is it possible to amend the Constitution/Election Law to prevent anyone who has been charged with corruption from being a candidate. XXXX  Folks this will be the last time to right the wrongs come next Wednesday. Cast your vote sensibly, for your under age children and grand children, and the unborn.  STAND UP, SPEAK UP AND VOTE UP as if our lives depend on it for it surely does!!
