Brac committee to work on ToRs for marina EIA

(CNS): Government has appointed an Environmental Oversight Committee for Cayman Brac and its first job will be to work on the controversial proposal for a marina at Salt Water Pond. Cabinet has also appointed two more people to the Development Control Board to enable a quorum to be achieved without conflict of interest, government officials said in a release on Monday. This application is just one of three proposals for marinas on the Brac. The committee and the control board will be involved in defining the terms of reference for the Environmental Impact Assessment that must be undertaken before the project can be considered.

The Environmental Oversight Committee comprises District Administration ChiefOfficer Stran Bodden, Deputy District Commissioner Mark Tibbetts, the Directors of Planning and Environment respectively, along with Burnard Tibbetts, Cornel Burke and Kenny Ryan. 

Audley Scott and Yvonne Walton have been appointed as interim members of the control board.

    We need to understand that GT piers had a commitee 25-30 years ago that consultants all agreed that piers should go there. The "TAC" technical advisory commitee wrote a report in a booklet form loooonnnng ago. During Linford Pierson time when he was in charge of that portfolio. But not enough people thought it was important. So we still don't have a pier for ships yet. 

    Same thing happening in Cayman Brac. People from a long time ago said the Brac needs a place  for even local boats . Don't for a minute think that if there was a proper facility local boats would go to Cayman brac. Need fuel dock and store plus bar, hurray.

    Mr. Burnsrd Tibbetts is telling anyone who comes into his store in Cayman Brac to call in to radio programmes in support of the Dilbert marina. Now isn't that just fine and transparent to have hiim on this Environmental Oversight Committee to oversee this and he has and is already blatantly in support of it. TheBrac is a joke.

    Granted I live in Cayman and not in the Brac, but I must say that I'm glad to see that Minister Kirkconnell has named a committee and added members to the development control board as required.  It's refreshing to see things like this move at a business pace instead of a bureaucratic pace.  Many other ministries drag their feet on appointing boards and making difficult decisions.

    It seems some of the other posters have clear biases as either environmentalists or connections to the Dilberts.   As an objective third party, I'm impressed to see the process of dealing with such a highly charged issue working according to the law and the regulations.

    Helllllooooo?  WHO is going to use this facility?  Has ANYONE done a decent 30 seconds of research!?!  um, nope.

    The fuel cost crisis has 90% of all BAHAMAS marinas EMPTY.  Sorry folks, the sad fact is that the Bahamas as a boating destination is only 3 to 4 hours from Miami….so WHO (except for drug traffickers!!!) is going to use ANY bloody Marina in the middle of nowhere in the middle of the Caribbean Sea?

    For crying out loud, common sense has to previal before more PUBLIC money is spent on Moses's pet project.

    Marina around the world are EMPTY so who in the right mind would build another one?

    Ok, for the sake of argument, just HOW many visiitng yachts have taken advantage of the beautiful new George Town Yacht Club?  Less than 20 in 2 years….so HOW does that help our economy?

    As a sailor the ONLY interest I get from visiting boats is where can they tie up for FREE?

    This marina is a boondogle and if you are swallowing the idea, you need to see a shrink!

    Is this Control Board not also going to look at the other two marina applications from that foreign lady investor? Moses K gone very quiet on her applications and I wonder why. Does she not have to do impact studies etc etc and all the other requirements that Dilbert has to do. What makes her any different.

      Clearly Dilbert's is being fast-tracked, hence the silence (ignoring) the others.

      Who "she"?    Are you taking about Mariana?   If so, I would assume that her "marina" is on the table also, although it seems as fraught with peril as the others.   

      Build a marina adjacent to Scott dock.   That's the only reasonable option that doesn't involve busting up (a)  a virgin reef (b) a previously-decleared protected area.

    Moses is not interested in reading ToRs or EIAs.  It seems he views them as some kind of necessary administrative hurdle to keep people silent.  PPM completely disregarded the cautionary Mott MacDonald ToR for the GT Port, and they've announced they plan to tender for Port construction in August and award in September – long before the commissioned $2.5mln EIA is completed later this year (awarded to two engineering firms with very limited experience in blue water projects of this scale).  This is a chapter review from the Cayman dictator playbook that we already survived and were supposed to have learned from.  This time, the legacies of these mistakes promise to be more than just financial.

      Moses K is worse than Big Mac and is wasting our money to make his Brac kingdom better for him and his supporters like Dilbert they do not care about the rest of us. It is funny that nobody seems interested in his various conflict of interests why is that I wonder?

      I dont blame Moses for not wanting  to read ToRs or EIA we keep requesting these studies to only apease the people who want stop development.

      We aleady have 4 of these studies done, why waste time on further studies. We can not do a mock -up of nature, it's all rubbish and a way to fool people to make money.

      From the begining of time, man has always use his common sense and past experience when dealing with nature.

      Dredging  the ocean bed in GT might or might not cause the sand to errode from our  beach, which is located  one mile away.

      I dont think it will, our currant and tides on the west of GC traveles to the WSW and WNW the 7 mile beach is located due North of our harbour.

    The public is terribly misinformed about this. The only reason a committee has been established and an Environmental Impact Study required is because these 2 things will eventually discourage Dilbert from constructing the marina. You must remember that this is a bureaucratic nightmare for Cleveland. Don’t think for a moment that your Deputy Premier supports this marina. Development of Salt Water Pond will not financialy benefit him in any way and will actually interfere with business interests of his just down the road. At the very least your DP should have declared his interest right at the start.

      You are so right. Thank God that there are some of us here In the Brac who really know what is going on and how deep the DP is really in on all of this. If he or his cronies do not benefit from something then it does not get his support. It is a shame and disgrace and needs to be exposed. Some one needs to enforce the anti corruption law.

    I hope other conserns such as safety and health will be part of this committes adgenda. For to long now all successive governments have not looked at the wider picture but have zoomed in on what they (the elected politicians) need to do to line their pocket more while us the small man is prohibited from catching fish, lobster or conch to feed our families. In Cayman it seems that the only ones who haveno rights are us the born Caymanians.

      Nope. Thats why they want their special committee. So they can rubber stamp the whole she-BANG. (I assume they're going to approve Dilbert's blasting fo the pond as well, on their own recogniscance, because we know the normal rules don't apply int he Brac.)

    To enable a quorum to be achieved because existing Board members have already signed the Dilbert petition supporting the dredging of the pond. Now Moses finds two other lackeys to put on the CPA Brac Board to make a quorum. Who is to say that they also do not support the Dilbert dredging – just because they did not sign the petition does not mean that they do not support it. One of them is joining a family member of the existing Board who did sign it. Once again AS THE BRAC TURNS.

    A complete farce and waste of time if ppm want Moses and Dilbert to dredge the pond stop hiding behind another committee. Why did the PPM pass the National Conservation Law if they never intended to protect anything in the Cayman Islands?

    People must understand they have to dredge through a marine park, dig across the road and break up the reef to support they key supporter in the Brac yet tell me I can't fish for groupers LMAO

        Thank God for Moses, the Brac finally got a politicians with the balls to tell these progress-blockers where to get off.

        For too long the Brac sat  in hibernation mode.

        Moses is'st just a politician, he is a great stateman, reminds me of Ted Kennedy. Keep up the good work Moses!
