Cops arrest serial rapist
(CNS): DS Marlon Bodden said the local cops have their man on Tuesday afternoon as he announced the arrest of suspected serial rapist Jeffery Alexander Barnes. The man was arrested at Ocean Club in Spotts around 1:45pm by an armed response and taken into police custody without incident. The senior officer also revealed that a third sexual assault had also been reported to police on Monday evening by an adult woman, who says she was raped by Barnes several days ago and who has since left the island. Bodden thanked the public for assisting police to get what he said was one of the most dangerous sex offenders the RCIPS have ever had to deal with.
Police confirmed that a young woman was arrested for obstruction during the operation at the apartment in Ocean Club where Barnes had been staying.

Cayman needs a three strikes law. Sex offenders never rehabilitate, you just have to lock them up until they lose interest.
You are so right. Statistically speaking, they never change. They remain a threat to society as long as they suck air, no matter how much time they serve, or rehab they attend. The issue is what to do, as a civilized society, without the tools to rehabilitate their deviant sexual behavior. Can we lock them up forever? Personally I would like to, barring any effective treatment.
Jeffrey Barnes was arrested and charged in April 2010 with the rape of a 16 year old girl. Anyone know what happened with that case? Did the prosecution fail to prove case or is it still to go to trial? XXXXX

Note that he was also sentenced to 10 years in prison in 2001 after being found guilty of rape.
At what point can we reasonably hold our system accountable? HindSight is always 20 20 but we are plainly being too lenient in numerous cases.

You put aside all the horrible emotions associated with this despicable act, like fear, shame, embarrassment, etc. YOU played the most important part in his capture and we applaud your courage and appreciate you. Thank you, you sacrificed and saved many more from undergoing what you went through.

On an island and population the size of Cayman thi is how every man hunt should proceed with the support of the community at large.
Very very sad. This kid could be seen at the crusades when he was very small, in fact I had a video of a cute little boy sitting in the audience during a SDA crusade. Apparently for a very long time he needed help. I wonder how many folks can say that they tried to help him. He has been locked away for many years and since he seem to have a history of the alleged crime I wonder if while he was incarcerated if he had any counciling. Locking away these kids do not obviously solve their problems. I am very sorry for him knowing that he needed help. Normal people do not behave like this, and Jesus said that the one of us that do not have any sin should cast the first stone.
This isn't about religion. This is about real life. From what you say no one should be punished since everyone is born with sin. Depending on how far you take this religious thing. The reality is that we should protect ourselves. XXXXX It seems you are not the victim of rape. If you were you would be singing a different tune.
As a Christian Country we should be dealing more with the aspects of the New Testament which offers solutions towards the forgiveness of sins, but the individual has to still deal with consequences. Why is it that we look at the Old Testament methods constantly? Is it because that our values have changed because of rapid population growth with outsider's influences.
The individual if the allegations are proven is obviously a very disturbed person and extremely ill. If this is the case he is in need of serious treatment and the previous methods examined. Whilst I know that some will hate me for saying this some compassion towards the obvious illness is warranted, but at the same time protecting the interests of society against any future travesties.
The victims will also need our compassion.
People who do this act are not in need of "help", they are evil and would benefit only from a quick and merciful execution. Almost everyone has rough patches in their past, and not one of them justifies rape. Jesus has nothing to do with this, and your referenceto that fable doesn't help this at all.

No. In my view "evil' is the opposite of 'good', judged from a rationalist ethical code that informs the minds of reasonable people (i.e. people governed by reason). That ethical code, driven by reason, has been extensively analyzed by philosophers such as Kant and Mills, amongst a great many others, and is based on very earthly values such as the greatest good for the greatest number and some categorical imperatives. No omniscient omnipotent spirit is needed here to sort right from wrong. I expect you would agree: I mean, you don't need to consult your religious leader toknow [a] person is evil, right? Your earthly experience is more than sufficient to tell you that. The intend is not to belittle. I don't believe in religion, and the Bible is known to be a fable (meaning it's not actually and literally true, and that's accepted by most religious leaders), but I didn't mean to insult any believers. I think they are greatly mistaken, and I strongly reject the idea that a religion should be the grounds for not punishing evil people, but I say nothing about the believers themselves. What they put in their heads is their business.

I have no sympathy for this sort of uncontrolled sexual behaviour. It is barbaric! My sympathies lie with those who have been violated in the worst kind of way. And don't give me that lame sh*t about having a tough childhood blah blah blah. Many people have had rough childhoods, yet they aren't rapists. So, please get off your "preachy preachy" soapbox and snap back to reality here.

Thank the public….come on man the police darn well knew who was the suspect cause the local public (when I say that I mean locals/expats that have been here long enough to know this man's history) heard, yet they waited practically 3 days to release a photo and name who it is they are looking for! Please this is ridiculous! Whichother country's police force would know who a suspected rapist is and yet wait 3 days to release name, picture and all they had on the individual? Only in Cayman boy! And yet not even a day after they release the picture and name him for the WHOLE public to know, then he's is caught – that right there tells you something. Police, quit dragging your feet! If you want the public to help and assist you have got to be more proactive in releasing as much info as possible for crimes and suspects.
Thank God that that 3 day delay didn't end up with another person lacking the knowledge of knowing you he is to end up another one of his victims.

Exactly…MOST locals, what about people who aren't locals and the teenagers, kids etc. that have no clue what he looks like or the people that don't have blackberrys? Come out of your blackberry box, there's a much larger Cayman around you! Not to mention I've yet to see a BBM message that had his picture, if there was then I stand corrected. All the BBM did was give his name which for those who don't know his face means nothing in way of keeping themselves on the lookout and guarded. And I personally don't have Blackberry so didn't get the BBM message however my girlfriend does so I saw it and didn't see any picture nor did she know what he looks like.
It would have been interesting to know how he was located. If what you say is correct, and there is no reason to believe otherwise, perhaps its a good thing he wasn't hiding in West Bay.

Fair enough… innocent until proven guilty. Without that everybody is a criminal and society doesnt function correctly. Good job to the cops. Even if they took their time its still better than the usual track record. Also I may not be religious but God be with the victims for having to go through such a horrible experience.
No he has been convicted of rapes before, making him a serial rapist already before these charges
