Mac breaks more LA rules
(CNS): According to the constitution, the Legislative Assembly should be prorogued by the governor at least once every twelve months but that deadline has now passed for this year. The sitting that has been called by the premier for Friday will be the last in this parliamentary year but it is already in breach of the constitutional requirement that the House is closed annually, Ezzard Miller told CNS this week. The brief meeting on Friday is to allow government to vote on carrying over legislative business not completed in this political year to the next, which, the independent member pointed out, was also incorrect. These breaches were just two more in a long line of rules governing the Legislative Assembly that the premier has ignored during his time in office, he said.
The independent member explained that the House began this current parliamentary year with the governor’s Throne Speech on 23 May 2011 and therefore the Legislative Assembly should have been prorogued before the 23rd of last month. However, it will not be closed until after the brief session on Friday 15 June, some three weeks past the deadline.
“We have received no notice of when the budget meeting will commence but we understand that the House is being called on Friday in order to allow government to vote to transfer unfinished business from the last meeting,” Miller said. “This is not usual practice. When business is not completed in a parliamentary year it usuallyfalls away and government starts over. Also, as parliament should have already been prorogued it is difficult to fathom how a meeting can be scheduled beyond what should have been the termination of the session.”
Miller added that throughout this administration the premier has broken dozens of rules and regulations relating to the Legislative Assembly, from ignoring the 21 day public consultation requirement on laws to stretching meetings out to prevent motions being filed and ignoring parliamentary questions.
After Friday’s meeting of parliament the next meeting will be the budget session, which will open with the government’s Throne Speech to be presented by the governor.
The date remains a mystery as a result of the government’s mounting difficulties in arriving at abalanced budget. Bush has said he aims to bring the budget next week, but other sources tell CNS this will be impossible.

So what does one get for breaking the rules in Grand Cayman? I don't think anyone knows. The "NO ENFORCEMENT" rule is the only one they don't break here. He leads by example making the rules as he goes along which is a horror show. He spends more time away from our country then he does in it. He spends more money on useless projects then we can afford. We need a new leader.
Divide MLA payrolls and pension benefits by the number of House sessions that have actually taken place, and you would be stupified at how much we pay these louts. Even Ezzy was complaining about the lack of LA sessions this year, and now like some northside George Costanza, throws a tantrum that they are late on their annual Throne Speech snoozer? Which is it? Frankly I don't have any admiration for any of these MLAs, but when the House is in session, can we please address the business of the nation? Please?
I think the MLA's is getting too much money. They should only get about 5,000. a month for what they do.

The current situation is a train wreck which has been waiting to happen for at least three years. Devoid of the capacity to understand, analyze, and prioritize all the issues he took on himself as ” Minister of all Tings “, Bush is now so far out of his depth that even the BayWatch girls AND David Hasselhoff couldn’t save him. In those wonderful early days of booming property prices, new hotels/condos, avalanches of new business in the financial sector, cruise tourism growth, and the massive injection of Capital in the post-Ivan recovery, the picture was very rosy. Bush could surf along on the apparently never ending wave of economic growth and cash flow, knowing that there there was always going to be enough in the bank to pay the bills – even if the net surplus/deficit position was perhaps a little murkier. Those days have gone, and with no sustainable sources of new revenue having been created, on paper, Cayman is probably verging on insolvency. Whilst the eye watering amounts of money that have been wasted on ex-gratia gifts to all and sundry, excessive and unjustifiable “consultants” fees, damages paid in consequence of Breaches of Contract, etc., might have gone some way to reducing the projected deficit as at 30 June, the simple fact is that Government has been living way beyond it’s means.The impending confrontation between Bush and the Civil Service, with the FCO as referee, is not one to be missed.

Ezzard is probably correct in what he says (he is very smart) but as a former senior person in the Hospital when he was trying to railroad his Dr Horter stuff through the legislative process and make us all say what he wanted us to say whether we believed it or not, I can tell you he was completely ruthless and dismissive about the advice of his civil servants and he could not give a damn about these civil service processes that he is now such a champion of.

What did we end up with instead, due to your hero McKeeva? Instead of a $20 million state of the art, brand new, hospital and the existing George Town Hospital run as a clinic; we got a $56 million renovated old hospital that had outgrown its capacity by the time it was built.

I remember there was even a comission of enquiry called by McKeeva on the hospital project and the commisioners final anylasis was "This hospital project not only would have succeeded but deserved to succeed". This from the man who was paid to do the inquiry.
If you cannot tell the truth about something then it is better to say nothing at all. I dont vote for Ezzard but as a Caymanian I thank God every day because if it were not for him spilling the beans none of us would know what goes on in the Legislative Assymbly or in Government.
Your post about the Dr Hortor Hospital is just not true!
I recall Ezzard going around to all the districts getting support for this hospital and going through all of the procedures and getting approval for the plan. He wanted to build a modern hospital which was not in the direct path of incoming aircraft.
The then opposition who took over after the election canceled the plan and called an inquiry into the project. They then – without public consultation spent a substantial amount for breaching the contract to the duly appointed contractors, wasted an additional amount on the inquiry which concluded that the Ezzard's plan had been an excellent plan. I recall the report esentially scolding the Govt for canceling the Dr Hortor Hospital and saw no reason why an inquiry was called.
Finally, they then rebuilt the old hospital costing more than was anticipated on the original plan and insisted that the best location for the hospital is in the direct path of incoming aircraft. As far as Iknow our hospital still does not have an MRI and other crucial equipment.
I recall that Ezzard received substantial advice from professional consultants. Maybe you are correct that he did not accept the advice of civil servants – but then who are more in a position to give professional advice in relation to this project, civil servants or the professional consultants in the field?
Do you recall which Govt took over and spent more to rebuild the old hospital in the direct flight path?
