Mac visited 34 nations

travel-guide-where-to-go.jpg(CNS): After he took office in May 2009 the former premier of the Cayman Islands visited at least 34 nations across the world, spending more than 403 days on business and a further 142 days of personal time away from Cayman — almost one third of the time he served as leader. Criticised for the amount of money and time spent off island, a partially granted FOI request by CNS to the premier ’s office revealed that McKeeva Bush took some 74 overseas trips as premier, from Greenland in the frozen North to Indonesia in the Far East. Venice, Paris, New York, Dubai and Shanghai are just some of the destinations he visited before he was ousted from office by his former colleagues on 18 December.

With more than a dozen trips to London, Miami and Jamaica, the premier’s overseas travel included major international meetings as well as “go sees” related to possible investments, many of which did not materialize, or trips to sign international tax exchange treaties. Dozens of different staff members accompanied Bush on the various trips at different times, some of which took the former premier away for as much as three and a half weeks.

Although the response to the freedom of information request, which came more than 75 days after it was submitted and following several breaches of the freedom of information law, the request was not complete. CNS had also asked for the costs of the trips but that part of the request was denied as the office stated that the credit card bills and receipts have been seized by the police and now form part of the enquiry. It appears that the office has no other way of knowing how much the numerous, and often lengthy, trips involving several staff members have cost the public purse.

CNS has requested an internal review, and although the ministry has not yet acknowledged that request, we intend to press the matter further in order to establish how much tax payers money was spent on international travel and to allow the people to decide if they got value for money.

During his time as premier Bush vigorously defended all of his overseas trips stating that they were all related to important business, promoting Cayman, addressing its position with the OECD, attracting investment or dealing with public finances among other issues.

    ….and to think all that time he was blaming the PPM, for spending on infrastructure, he was doing this. What was THIS, anyway? I don't see value for money, but the PPM gave us roads, GIS Building, Schools, Boxing Gym, New Vehicle licensing building, a constitution, Bill of Rights, Anti-Corruption Law and more……..What has Bush done? Huh? Where is the Nation Building Funds he was dishing ou like Robinhood? Do we have any left? In his budget, I saw where he had allotted so much for the Premiers office, Is this the money he squandered?  What was he doing on these trips, anyways? I bet Richard knows. Has anyone checked out his travel expenses too? I thought he was on the UDP payroll? When did he become a Government employee?…So many questions and NO answers.

    It is remarkable how many comments are ranting and raving about UDP and "juju". First off have some respect, if he is guilty then he will be held accountable one way or the other. The former Premier was in charge of a ministry separate from the other MLAs so it is full well possible that he could make travel arrangements. If you wish to rant and rave there are other outlets in which to do so. If he was conducting unlawful actions the police need to investigate not the other MLAs. I'm tired of people talking crap on here becaue they can simply remain anonymous. You feel off about something, do some research and come to the table with facts and objective arguments not the rantings of a mad man. If you are Caymanian the level of intellect that these posts reflect does not say much for our fair island. If you are a foreigner then I am sure there is a media outlet that you can shame your own country on. He without sin cast the first stone, I am sure a few of the individuals that post would not have anything to say.

      You are correct about one thing, ranting and railing won't help us now.  However, running all of the reorganised UDP and Fab 5 out of office will help us.  Seriously, if any one on this island ever vote for the FAB 5 or UDP again they should have a MRI done on their heads because they must be suffering from some  life threatening malady of the brain!!

    It's easy to get the info. Just make an FOI request of an account history from the general ledger for "official travel" for the particular ministry.

    What a disgraceful mess our government is in. The FOI report, as revealing as it is, is very obviously not complete if members of the public can point out three more trips that are not even mentioned there. Thank God we finally seem to be getting something of a handle on this maniac.

      I am not one with the opinion that the Premier should not have travel if half of those trips had resulted in the kind of businesses and investors that is needed for this country.  I would be the first to applause.  The Premier missed the most important place in the world to visit even if it was just for a lesson on how to govern a small country properly.  The Premier should have visited Monaco  land of superyachts, super casinos and super rich.  Billionaires and millionaires are falling over themselves to live in Monaco unlike Cayman when both countries are world class tax havens.  Cayman was so poised in the 80s to become the next Monaco but for some reason like people one decided to keep herself in shape and up and the other became greedy and a glutton and let her self go, as you can imagine one is always being the desired with many of suitors and the other is less attractive but with some comestic surgery will be able to pull herself together to compete, instead she refuses and goes chasing and comes up empty or can only find last chances.

    It is unfortunate to see how some people can rejoice over the downfall of others. I wonder what will happen when their day come. Will they need the support of others? It is also sad that some peolpe are quick to demonize Mr. Bush, but if they are as educated as they think they are, they would realize the even the president of the USA has travelled more than any other in history. The economic climate requires such travels. People are not rushing to invest in any country unless you have something to offer that others don't . Additionally, you have to find them and literally beg them to come invest. The world is in competition and if you sit in your nice little country no one will come to you, that is a thing of the past. I think some people need to spend some time to educate themselves about the global economic climate and the politics of the time. I think the Premier has done an excellent job at seeking investment. This is not a country with natural resources and it is the money of foreigners that keeps it going. It would be interesting to see what happens if people decide to take their money out of this country. I am of the opinion that "if we don't have something positive to say we should refrain from making a comment".  We need to treat others as we would like to be treated. No matter what a person has done he/she is still a human with feelings and emotions and we should not rejoice when others fail as we don't know what tomorrow will bring. It might just be our day of downfall.

      What I see is someone who abused his office over and over again. At a time when things are the worst this Island has ever seen he decided that he would travel the world over on a 3 plus year vacation.

      I am sorry but 545 days out out 1290 or so days is just rediculous not withstanding all the secrecy with the people’s money and assets. His disregard for the people is borderline treacherous.

      Please do not think we are SO HAPPY about the fab 5 either. We fully realise they are cut from the same cloth.

      You can continue to drink from Brother Jonesey’s coolaide but as for me I am not going to stick my head in the sand with a maniac at the wheel.

      Do I want him to go to prison? Maybe. but what I want is him out of politics for life. His brand of politics is destroying the Cayman Islands. I would be happy with that to be honest but if it is that this is what it takes to get that then so be it.

      Do I believe he is corrupt? Yes. Do I know it for sure? no. but I believe that I have seen enough to say I believe he is. I believe its only to put it in a court of law.

      "rejoicing at the downfall". This is the problem with Mac and the UDP: they see these issues as purely personal rather than matters of state. He is the equivalent of a drunk driver at the wheel of a car careening down the highway at 70 mph and so yes we should be happy that he is no longer at the wheel for the country's sake.

      Other than the obvious fact that you are his keen supporter what possible reason do you have for that statement? What fruit have his travels borne? And please don't say the Shetty Hospital or Cayman Enterprise City because they came to him rather than vice versa. I think the AG should do a cost-benefit analysis for these trips. The truth is that he has deterred investors as there are concerns about our stability and possible issues of corruption. Many investors will not do business in a country where it is perceived that the leaders are corrupt.

      That may be an appropriate maxim in some inter-personal relationships but it is obviously insane to apply it to a govt. in a democracy. Are you really suggesting that we should always only praise the government and the worse it becomes the more silent we should be?

    If one was to extrapolate what the average cost of Juju’s trips, and one could assume Mac was no more frugal, so the $2,000 per day or $10,000 per trip average that Juju spent would then mean Mac’s bill is in the region of $1,000,000 ( ONE MILLION!!! ). Now keep in mind that that figure does not include Mac or any of the other civil servants renumeration package expenses which can easily add up to another $250,000+
    So if I can be so bold as to quote Foolio, I mean Ellio “I think we can all agree” that the total bill for MacGulliver’s travels is a minimum of 1,000,000 and could easily reach $1,500,000. Could someone show me the return on investment here? Lets then add Juju’s $300,000 and ask ourselves if we can honestly say we got value for money?

    From the laymans point of view (which I am) it would see as though the answer is a resounding NO!

    My Guesstimate is,

    IF Juliana's ONE trip for 2 people cost $42,000

    THEN at a minimum, Mac's 74 trips of more than 2 people would cost  = $3,108,000.

    its a simple formula: 74 x 42,000 = 3,108,000

    We all know than more than 2 people travelled with him at all times, so I think it would be

    fair to say that the cost is more the region of $6mm  to $10mm.

    I would like for the facts to prove me wrong tho!

    Can we try to shame all candidates at the next election into pledging that they will, if elected, publish full details of any foreign travel undertaken – who went, what cost, and for what purpose

    The Caymanian people should be ashamed of themselves that this madness was allowed to go on for three and a half years, 74 trips over 545 days, amazing, and he never inked a deal. If someone can show me another world leader that did 74 trips over their entire lifetime, I'll pay for their next vacation. Please remember that it couldn't have happened without the approval of the five facilitators in charge now. The lavish trips that they made to Panama, Honduras, Cuba, and all over the globe, and carried their friends and cronies should be investigated throughly and they should be made to pay back every penny that was so callously wasted on these trips. We will never recover from the past three and a half years. Any new government after the elections in May 2013 must rewind the clock back to 2009 and start from fresh. All of the fee increases and other nonsense that was put in place needs to be rescinded, and maybe we have a chance of recovering, just maybe.

            What do you expect? Mostly all ,of the Brac brains are in Grand Cayman. Thank God you have them there or what would Cayman be like. All the very good established businesses sre the Braccas if not you would be left with the little shanty town shops with clothes suit cases etc hanging outside of the shops. But if one of our well educated braccas in Cayman eas to run in the Brac ju ju would not stand a chance regardless of how much paving she did for the people.

      Let us not forget all the personnel from the Government owned companies I.e the CEO of CINICO making numerous trips to Panama etc. This all came out of the governments purse. I say we demand information on ALL government travel for the preceding 5 years to truly see who spent what and where they went.

    142 days of personal time.  Over one year on the road out of three and half and we wonder why our country is in such a mess.  I have been at my current work place for 20 years and get 20 days vacation per year.  Mr. Bush has taken on average 47 personal days per year.  Can't wait to see how much of our money he spent gallavanting around the world.

      One never knows, some of this time was maybe to seek help confidentially after his daughter’s death….let’s find out first before we jump to conclusions. Losing a child is very, very difficult. However I do agree if it was not for this cause then it’s outrageous.

    Thanks to CNS for procuring this staggering evidence of mis-use of a public office through unrestrained spending of the public’s hard earned money. Surely those repeatedly accompanying him on these “business” trips realized something wasn’t right? I mean, any old excuse for another one seems to have been the order of the day. When we discover the itemised cost of each airline (coach, no doubt?) ticket for each person, plus the hotel (basic?) rooms they chose for their comfort, plus the cost of their lavish (undoubtably) meals, the enormity of it will be fully revealed.

      I like the phrase unrestrained spending. So when last years budget was presented and debated there must have been some discussion about the planned travel expenses. If not discussed, we’re these trips not budgeted? I loved the premiers clueless expression when he read the budget speeches, raising this fee will increase revenue this amount. Doubling this permit will raise that. Even if we left out the notion of cutting expenses for a moment. How about thinking about controling them. I think $50,000 a year for the premier, $25,000 a year for the deputy, and $10,000 a year for cabinet ministers should be ample to budget for the doing the business of the country.

No wonder so many wannabe politcians scrambling to get into office with all these freebies and all expense paid trips. Doesnt matter who we put in office they all take advantage of thier positions to thier personal benefit and that of thier friends while we're left to suffer with continously rising cost of living and starvation in order to make up for all this wastage of gov. funds.

Thank God we are now rid of him and frankly, my shame that we ever had him as our Premier makes me just want to forget he ever existed. What a disgrace he was to his people and what a laughing stock we must be to the world! Hopefully the new team will learn from his mistakes and try to repair some of the damage to Cayman's reputation.

      The real shame is it is not just one man who bears responsibility for the mess we are in. There were also hundreds of willing conspirators from his cabinet ministers to those who were blinded by fridges, cars and having their driveways paved and elected him, and relected him. Everyone missed, overlooked or deliberately ignored the warning signs and serious flaws for the sake of a fleeting, short term gain. This illness is a reflection of Cayman. He is a product of his environment.

    In 4 years of his Presidency the most powerful man in the world spent 88 days abroad visiting 35 countries. Here the most powerful man in West Bay, in 3 and a half years of his Premiership spent 403 days visiting 34 countries. The facts speak for themselves when the world has been more or less in a recession for the same amount of time and everyone has to make cut backs and here we have one man thumbing his nose at the daily grind of the common people.

      The reason for the additional days overseas, although roughly same amount of countries, is that our Premier did not have his own private 747…..although, I understand he had Cayman Airways considering purchasing one for his travels that is why he wanted the runway extended.

    CNS, can you start a contest to see who can find the highest number of trips left out of the FOI that you received?

    Besides the trip on November 14th 2011 when he was "summoned" to London by Bellingham, I have just found two more in a matter of minutes.

    He went with Ellio and the Chamber of Commerce to look at CHEC projects in Jamaica the first week of November 2011 but I don't see that either.

      CNS, the reference was to the trip to Jamaica with the Chamber of Commerce to see the China Harbour projects there. You can add that link as well since it is not listed.

       

      CNS: The delegation is listed on page 4 of this pdf. The Observer article is a bit unclear but the reference to Bush is of his trip to China right before the Chamber fact finding mission to Jamaica. Here's the CNS article about that trip.

    This is a written record to show that our leader used his position to travel at our expence. I am hopeful that he doesn't have anymore government credit cards. All bad things must come to an end. He may have to pay it back in many ways. Ellio should hangout on the corners of George Town, with can in hand to solicit money for the Preimer's defense fund. I forgot there are a lot of stooges that can help with that job.

    CNS I don't believe this list is complete as I remember reading about his galavant to open up either the Honduras or Panama CAL route seems to be missing to the tune of a reported $75 000 spent in just 2 days. How can you possibly verify this information is accurate if they won't release the documents? Seems his ex-parte employees at the Ministry are still covering his AXX or maybe they now realize they are also covering their complicit bunkies as well? Time for a hero to come to the surface regardless of the risks.

    Quick trip to Jam to recieve a doctorate, less than 5 G's.

    Several days in London to exasperate the FCO, between 5 and 15 G's.

    25 days in Asia for goodness only knows, upwards of 50 G's.

    Three and a half weeks of peace and quiet, free from the wild-eyed rantings of our former Premier, priceless.

But if you really want to pursue that line then Ellio only reneged on the agreement to ask him to resign/remove him because he did not get his '30 pieces of silver' – a seat in Cabinet.     They expect us to believe that only records the ministry of finance has showing how much it spent on travel are the receipts themselves and McKeeva's credit card statements? Nobody put it into a spreadsheet or calculated the total costs for budgeting purposes? If that's true it is almost as bad as the alternative- that they are desperately trying to keep the figures secret because they have something to hide. Something worse than the fact that McKeeva spent 545 days travelling.

    I Believe I mentioned earlier that the whole arrest thing may have been a plot to keep this information from going public. It may be less embarrassing to be arrested than show the people how muh money he really stole from them on his "business trips"

    Personally, I would like someone with more education, class and professionalism to be promoting my islands. Perhaps then there will actually be some return on investment. It seems anything Mac touches ends up in financial problems.

    And for what? no investments other than private ones for his own benefit. The cost of livimg higher and higher all across the board while his jaunts for weeks on end sightseeing with cronies and family pissing away money that belongs to the public.I have said it before and know that this waste of money must be in the millions. Do not pass go mac, or if you go to church this Sunday ask them what "The end is nigh" means.

    The Auditor General should do a cost/benefit analysis for all the money spent by Mr. Bush for all those trips abroad. If it is found that there was no value for money on some of those trips, Mr. Bush should be liable to pay back the money. Wasting the country's scarce resources at a time when government's budget is facing such an enormous deficit  should be considered a crime. If Mr. Bush was hired as the CEO of a private coorporation he would have been fired a long time ago for his wasteful spending and ineffective leadership. Under his leadership it is clear that he has done more damage to the country's image than ever before. All those trips that he took did nothing to help Cayman's image. Thank God he is no longer Premier.

He's been paid hundreds of thousands of dollars to cruise the globe in luxury while giving away what of our money he didn't spend on himself, and now he and puppy Ellio fully expects us to provide handouts to keep his backside out of jail while we cannot even pay our utility bills because of McKEEVA BUSH. God help us.

    Its nice to be the King of fools. You get paid for taking expensive payed for vacations, get nothing done of merit and, and screw things up enough to lose expensive court settlements while ensuring the job dosen't get done or gets done by less competent contractors that cost twice as much. Not to mention driving the price of getting anything done on Cayman out of the reach of most folks and businesses. FOI on how much the never ending school work is now costing anyone?  All this and they still belive his hands a clean and his heart is pure and he can do no wrong that is really wrong.  If it wasn't for the fact that he has caused a lot of unnecessary suffering to the non Bushits I would be in awe at his abilities.
