Civil service boss plans training for new politicians

flipchart.jpg(CNS): Deputy Governor Franz Manderson is preparing an orientation programme for new members returned to the Legislative Assembly after the May General Election. According to the minutes released by his office for last month's meeting of chief officers, Manderson has expressed his desire for a smooth transition for the new government and appears to be expecting a few novices to be returned. He told senior civil servants that an orientation programme for new MLAs and ministers is being developed by his office and the cabinet secretary. He said the briefs would be prepared to educate the new ministers on the subjects that they will be overseeing.

Plans for the political training programme were listed in the minutes from 18 March, which records only brief details of the top level senior management meeting.

    Does the orientation program include instructions for the proper use of government-issued credit cards?

     

    My recommendation is no PINS on credit cards and a further agreement with the bank on no cash withdrawls against the credit card.

      If I was issued a company credit card and made cash withdrawls, I would have to produce valid reason and receipts before the credit card bill would be payed. Who in government approves expenses of senior civil servants or politicians who are issued with government credit cards? If they do so corruptly, why are they not on trial? If they are merely incompetent,  why are they not fired?

    These guys don't need training on how to wear mobile web cams, they are autonomous, controlled by the people. Maybe the old politicians should be made to wear them on the job too!

    Will these lectures include a lesson on just who are they in the LA for? Some previous inmates clearly thought they were in it for themselves, maybe it should be explained that their duty is to the people that elected them first and always!

    Will there be a section on the importance of refusing inducements over contracts?

    Will there be a piece about not giving jobs to incompetent friends?

    Will there be a section on resposibility, and the need to serve the people, rather than the interests of say, a party leader?

    Plenty of other areas to cover, but you get the drift!

    Is there any requirement that senior civil servants understand the law that governs the civil service and if so what test is there to determine if the civil servants who are supposed to explain things to new politicians have even a vague notion of what the Public Finance and Management Law and the Public Service Management Law require???????

    This is a great idea!

     

    We must send all the new MLAs to university so they can learn how to be politicians from the eternally honourable Dr. McKeeva Bush, JP.

     

    Special consideration will be given to the ethics module in the course plus a primer on shredder (paper and electronic) operation.

    Franz, these minutes are dreadful. We would like to know why all these people who should be at your Deputy Governors meeting were not there. Dilbert, McLaughlin etc. And praise for people doing simple things is for church groups not top civil servant meetings.

      While training the Civil Servants, would you Mr Manderson also speak to the Politicians and ask them that when they are campagning that they do not call out Civil Servants name ONLY for mere support. It was disgusting this week to hear Arden on Rooster this week calling out Rosworth Mclaughlin and Sonia both Civil Servants name. What he failed to mention that they are both PIP people. It is too early to praise them He need to wait until after the Election and see who wins.

    May insert that if it is legal to polygraph our police officers and test them for drugs so that they can have a job, keep a job, and perform their duties, then I see no reason that our prospective candidates whom will be paid huge salaries, should be at least tested for drugs as well before becoming an elected official, and these tests should be made available to public before General Elections. Besides, these candidates are public figures and are in the position to hold the public's trust. They will be paid by the people through indirect fees, and should be held accountable to the people. We need levelheaded people in power.
