Draft dump policy completed
(CNS): The minister charged with tackling Cayman’s growing rubbish problem has said the strategic outline case that will define the government’s first comprehensive waste management policy is expected to be discussed by the government’s parliamentary group and hopefully be on Cabinet’s agenda this week. Osbourne Bodden said that as soon as Cabinet gives the SOC the nod, it will be made public and within a matter of weeks an RFP will be circulated to find the consultants who will help work out how to best implement that policy. Aware of the publicpressure to address the dump now, Bodden said it could not be done piecemeal but the process was on track for a fully functioning system before the end of 2016.
“We can’t do this piecemeal as I know some members of the public want,” he said. “We have to do this in a systematic manner and with a policy as a starting point as we have never had one.”
Bodden said he was very pleased with the SOC, which outlines the objectives for the future of waste management and the creation of a fully function comprehensive waste management system from collection to reuse.
He said things were on course for to have an operational system in place collecting, sorting, using and managing the country’s waste before the end of 2016. Bodden said that the RFP (request for proposals) for the outline business case, which will define how the policy in the SOC can be implemented into a practical operation, will be circulated to find the right company to deliver. He said he anticipated that the release of the RFP for the development of the system would happen early next year.
Bodden said that no matter how much people wished for an instant solution, the historical neglect has created the need to follow a process that starts with the missing policy to detail the objectives. Bodden explained that if government does not know what it wants to achieve, it cannot create a request for a proposal. Once a policy is defined, which is now the case with the SOC, he can present that to his government colleagues and then the Cabinet to ensure it has the necessary support.
The first major step in the long road to a comprehensive solution, the SOC would be in the public domain at the earliest opportunity before the RFP is circulated for the technical consultants, he said.

What does "fully functional system" mean and why should we accept that competent decision-making can only arrive at the end of 2016 over 2.5 years from now? In any First World country, statements like this would be vigorously probed by local media, and politicians would be held to account or made to resign in disgrace. Pity our media is so unwilling to notice or even raise their collective hands and challenge the most contrived of statements and deadlines. Worse, the voting public doesn't seem to notice or care!
What is really sad and hurting recycling efforts in cayman is the port fees almost $500 for a 20' container and twice that for a 40" container.
The freight is not that expensive
If the port fees were less, more recyclable product could be moved off the island
There are enough reports on how to remedy the GT dump. First and formost we need mandatory recycling forall homes. We need a Waste Incineration setup ASAP. It would also serve us well to dust off some of those aging reports talk to Wally and harness his knowledge after all he is Caymanian and was very good at his job. We could reduce cost by changing over to the types of Garbage trucks and bins like they have in Florida and revert back to garbage fees. Here is a link to the kind of trucks that might serve us well.

Garbage fees are only levied against companies and stratas, how fair is that? Everyone who resides here should pay for the collections and disposal of their refuse.
Would also help cut down on the oversize Civil Service with 2 man crews instead of 5-6 like I always see…

There are many places in the world where waste is successfully recycled. Sweden is one of them. Our politicians and their oversized egos have gotten in the way of sanity and we have the stench of a thousand abominations wafting over us every day after the rain.
Alden McLaughlin and his band of limp-wristed nincompoops need to roll their damned sleeves up and come before the people that they serve in humility, not arrogance.
Alden is educated you say? Educated in what? He is a lawyer. I rest my case. Pun intended. You Caymanian people have elected the losers you deserve. An educated person is a wise person who is able to discern truth. As such he/she would never pledge allegiance to a secret society, the kind that infests the upper echelons of Cayman. So tell us your solution to the problem of the dump instead of dumping on Alden, PPM and the Lodge. Please tell us the solution to the waste management problem. If you have nothing positive to say keep your trap quiet.
Can't you read? I said that other countries have implemented successful programmes, Sweden bein on of them. In fact, if you had taken the time to research their solution you would have found that they actually import rubbish from surrounding countries.

Oh and by the way government, you can keep calling it a waste management facility, but we will still call it what it is okay, a dump.
we have no money,so what we should do is sell the dump to Dart for $1 and let him remediate and cap it because he will out of self interest.
then Alden should instruct Ozzie to go on his knees and beg Dart to prepare the site in Bodden Town, because that is the best most central location to have it, and hopefully he will have a heart and do like he had already agreed to do.
then it will be up to us to stop blaming foreigners for our problems and run that site as a proper waste management facility.

During the election, Minister Bodden said over and over and over again, that the PPM had many affordable, effective options that did not involve the Dart deal.
Now he is saying: actually, we have no idea what to do! It's so complex! Let's have a committee!

I do not know if Ozzie understands the concept of affordable, he has a gas station in BTown that should have made him millions years ago if he had improved it and built a proper food liquor store.

Every resident of the Cayman Islands that can read English, should go to their website, download, and read – starting with all MLAs currently collecting a salary and/or a simultaneous pension. The work has already been done – except by those that are being PAID BY US to do it.

A policy indeed dime a dozen on the internet. The know how, and the will to do everything to make a change is what the Government needs, some still call it COJONES.
If they are waiting on DEH to prepare the strategic outline case zzzzzzzzzz nothing will happen and if it does it will messed up just look at the current situation at GT Dump. The same people managing the dump have proven they not interested and cannot fix things

Correct. DEH’s waste mismanagement operations need to be shut down and contracted out to private business.
But crony capitalism dictates that any schemes to achieve this ideal will be tainted by corruption and scandal.
There are some instant solutions possible, but let me repeat for the 100th time!
1. Every hotel/condominium complex should have recycling bins from the DOEH on site
2. Every office building should have recycling bins from the DOEH on site
3. Every public place, every bar, every restaurant, every school schould have recycling bins from DOEH on site.
4. Increase duty on one-time use plastic until it no longer becomes feasible to use it!
What about the 90' stinking eyesore, rocket man/person?

It is easy to say RECYCLE if you have money or a way to pay for it

There are a few recycling companys on island but most of them have no clue and are copy cating
until there $$$$$ runs out
08:15. The change starts with doing something, not finding reasons why it won't work. The very important point is that lthe ittle kids should be taught to recycle and the importance of recycling.
Unlike the DEH on household trash, Junk charges collection fees. Our Strata is installing Alum/Glass/Plastic containers on site to reduce our household garbage contributions and pickup schedule. We reduce our DEH fees (because unlike every private househd we actually pay). Everybody wins.
And next we will move onto phase nine of the 247 part rationalisation programme…..
Thats what we need, another policy. Put the damn thing in Bodden Town and lets get on with life.
So what happened to the plan to move the dump from its present location next to Camana Bay to the district of bodden Town? I thought Dart had the deal all sewn up.

They cannot do it because at the commissioning of the new waste management facility in BTown McKeeva will rear up on his hind legs and tell everybody it was his idea.
We will have to enjoy the noxious odors in GTown and SMB for a few more years because of our elected officials pride.

The PPM government thinks they have set up a no fault system of creating a group to make the decision on the dump thereby having a scape goat if the people do not like the plan.
Unfortuntely this group was trumped when Ozzie and Alden went to Florida on their own dump fact finding tour.
A real country wide residential recycling program must be developed but I suspect Ozzie & Alden learned that reality in Florida.

2016 target date gives lots of time to pass the buck; meanwhile the PPM concurrently sets up an office in Bodden Town to openly curry favour with district voters by assuring them that the Carno Entrex endorsed facility will not be installed (or provide jobs) in the district.
Who's going to pay for it anyway..?
Much cheaper than the long term health cost of doing nothing. Maybe if the DEH actually billed for the laborious and expensive private residential collections (they only selectively bill companies and Stratas – and sometimes many years in arrears) there would be ample funding to carry out educated and responsible policy out of a shared national interest.
Great, another one. How much did this one cost? Now that it's drafted all that remains to be done is to have it discussed by the parlimentary group, then placed on the Cabinet's agenda for approval, then circulated. Then all they have to do is find some (more) consultants to figure out what to do with the dump, guided by this no doub t brilliant bit of paper.
Of course they will eventually give up and this strategic plan will end up gathering dust on the shelf next to the other 20 strategic plans but at least it will look like progress for the next 12 months or so while everyone spins their wheels.
I'd like to see one of the people responsible for the dump turn up with a shovel instead of another report and a herd of consultants.
