$4M just for dump process

(CNS): The Cayman Islands Government expects to spend $4 million over the next two years just on the process towards implementing a waste-management solution. According to the Strategic Outline Case (SOC) released to the public on Friday, officials believe it will cost government $2 million or so in each of the next two financial years to cover the fees and other costs of the various consultants, reports, reviews, environment assessments and the actual procurement of the project. In the first step towards a full national waste-management solution,which is expected to cost more than $100 million, the SOC reveals how far Cayman is from tackling not just the George Town landfill but dealing with future waste.

The SOC is a very broad overview of where Cayman currently is in relation to the management of waste on all three islands and where it would like to be. With no policy yet in place, the future solution remains open.

Government has stated that it will not relocate the GT landfill and has decided on a goal of an integrated environmentally sound, sustainable, cost-effective waste-management system that includes reuse, recycling and waste to energy to last for at least fifty years. But how it gets there is still very much open to question. The SOC also states that the system should not cost the government more to operate than the one it has now.

Readers expecting to see an advance towards a solution in the Strategic Outline Case will be disappointed as it is merely an overview which lays out the history and the current situation with broad goals. 

A priority identified in the SOC is the development of a national solid waste management strategy which will be guided by the European Commission’s waste framework directive. That sets out the modern principles relating to how European states, and by extension their territories, now approach the problem of waste. This starts with waste prevention, which is the main is the priority, followed by encouraging reuse of materials, then formalised recycling, recovery and finally disposal. Cayman is currently all about disposal, the last and least favoured option for dealing with waste and has only flirted with the idea of waste reduction and any kind of reuse and recycling or recovery.

The Strategic Outline Case is the first step on the procurement process. Step two will be for government to issue a request for proposals (RFP) for a consultant to develop that national solid waste management strategy, as well as an outline business case (OBC) for a new system. 

Following the release of the document (which is also posted below) the minister responsible, Osbourne Bidden, said Cayman’s landfills have reached a critical point that needs to be urgently addressed. “The SOC is a key step towards the development of a solid waste strategy that will comprehensively and sensitively manage waste in the Cayman Islands for the next 50 years.”

Despite that critical situation, however, the minister emphasised the need to follow the procurement process laid down in the Framework for Fiscal Responsibility (FFR).

The technical experts from various government agencies as well as the private sector who are on the steering committee will be responsible for ensuring that the project encompasses the five key stages required by the FFR. These are the appraisal and business case, procurement, contract management, delivery and evaluation.

Bodden said the search for a waste management solution would remain transparent with regular updates. He also said that government will undertake comprehensive public consultation throughout as the outline business case is developed.

    Barkers in West Bay would make a good dump site. Dart owns it already. So lets get phase one going. After we see how that works out, then we can try the other one in Bodden Town on Dart land. Then if we ok with that , we build another one in the middle of land some where in East End. I am sure Dart owns land up there already.

    That 3 sites should total up what the value of the original dump is worth.

    Dart is a real Bernancy. I can bet he still enjoys his Trix.

    No district wants the dump, so lets get one in each district so we can please everyone. Caymanians dont necessary want the dump in there district, but if they see it in another district, they somehow happy with that idea. This is that old "dark minded" that ole people still talk about. And you dont have to be dark to be "dark minded". 

    If Dart decides that Dump buisness is a good money maker for himself, he will put one in each district and then we can continue to play this mind games and pay him to accept our garbage. Its time to meet Dart at the table (can even meet at Camana Bay if he likes) and lay out the rules. Let him bawl. Stop making him take the Goverment for granted.

    Come on guys, he is just another Caymanian trying to feed his family. Give the poor boy a chance to take over this little Island. Its only a little Rock. And already most of the land is his. Of course I am trying to be as sarcastic as possible under the circumstance.

    3 dump sites for Cayman. Fully equiped and ready to be used and recycling facilities all ready to go. He also has enough fill pile up to make the roads to them as well.

    Dart, you ready for this deal? Just think what the original dump is worth to you. Stop trying to bone the mind of each Goverment. Put your money where your representatives are.

    More than10 years ago we tried recycling in our home. Washed and sorted every category of container, separated all plastics, glass, paper/cardboard and metals. We discarded only food waste. Within two weeks we had a pickup truckload of cleaned and sorted re-cyclables. Took it to the dump and were told "just put it all in that dumpster bobo" – all together in one container. Defeated our efforts and deflated our enthusiasm. Simple fact is – no matter how much households start recycling, there is no process in the landfill to accept same. BTW, we still have bags of plastic bottles, still find it difficult just dumping them.

    Until the landfill has a recycling process what is the public to do? Meanwhile we continued to be buried by BS and Mt. Thrashmore grows!

      kudos to you for initiating your recycling effort. It is a shame that our repensentitives are not putting more emphasis on recycling.

      The proposed facility in Bodden Town was to provide for this, but the mule heads didnt want it.

      They lied to the people, that there would be two holes dug and then fill with our garbage.

I am no fan of UDP, who roas roughshod over due process, but PPM are the complete opposite spending large amounts for consulting and recommendations that the Cayman voters do not want to stomach. SO nothing ever happens but more money is wasted.

    I have been stewing all weekend over the SOC report The steering commette is made up with people in charge of  the landfil now and those folks dont know S*it.  What ever they come up with will only protect themselves, unless they have been doing it wrong on purpose and saving what they know , But I doubt that.

    There are a few locals that know what they are doing and have positioned themselves to do what govt cant . Yet Govt fails to contact them to discuss what is available today, and those the govt has been speaking with is kept hidden from others.

    Govt acts like people arent  being supported to do waste removal yet they are quietly paying them to process items like Cars,and hauling    

    Waste to energy is available today at an affordable price.

    Recycling allready exists.

    Composting allready exists

    reusing exists

    private haulers exist

    That said  5 more years of nothing is fine with me but dont waste money doing nothing 4 million for what?

    One common trait the Caymanian politicians all seem to have regardless of party and the single member boys as well is to play the big shot and spend money on consultants.

    Look at the EIA for the cruise ship berthing facility and now the dump program, governments love to spend money and look like big shots.

    The fact that it is the public's money makes no difference.

    Putting Ossie in charge of the dump is clearly beyond his skill set.

    We all want a solution to our waste problem but the question remains "What is the best solution for our country?" If every person who has made a comment on this article got together I am very confident that we could get at least a half-dozen different solution proposals. Each of which would have good points. So how would we decide which one to proceed with? Simply by who shouts the loudest or the one which costs the least?

    I am all for moving as fast as possible and spending as little as possible, but when all is said and done the chosen solution must be the BEST possibe one to work efficiently for the next 30-50 years. while providing the desired results.

    Therefore, we must follow a proper process to achieve this. I remain hopeful that the process costs can be contained while moving quickly along to obtaining a good solution.

    In the mean time, lets all do our part. No littering. Reduce our use of products which create long lasting waste. Use the EXISTING public and private recycing programs for glass, type 1 & 2 plastics, aluminium, oil, vehicle batteries, etc.

    Executive summray for those of you that didn't download and read it: We have a garbage problem, we have no money, they recyle in Europe, we should too, but not until 2019 at least, if the next Govt can find the money – tbc.

      A solution that will carry us for the next 50 years or words to that effect. Mr Minister it's going to take your Government 3 years to make a policy, so that leaves 47 years then we go into election mode, most of you if not will be out of government next election, then we start all over again.  

      Please Mr. Minister can't you see you need to do something now, create the policy now, Cayman Islands will commence recycling by mid 2015. Get all the major entities , say your backers at the Chamber to put up money for recycling machinery and bins for all island consumption, location and training of personnel. Get off your cow cod rass in gear and use the  BT site as the waste management recycling facility. You will employ people, will have commenced a very important and vital process, created your political legacy and provide you with a better chance of getting reflected and seeing and steering this vital process to completion. 

      Come on Oz man up for Cayman.

      They got one thing right. this will require a public-private-partnership.  The most viable private partner is the landowner next door. The CIG could not have asked for a better set of circumstances.

      Cayman has two major problems on the horizon;

      1) The cruise ship piers in GT will destroy SMB and a massive chunk of the reef system.

      2) The GT dump is going to completely destroy the North Sound, including StingrayCity.

      And all our "Leaders" can do is "pass it on" by paying astronomical sums of money to people who are going to tell us what we already know in a report for the "next Government" to deal with.

      XXXX morons, the lot of them, as are those who need to be told the same thing over and over every 4yrs.

    Further evidence that Minister Booden and CO Ahearn are completely out of their depth with this project. To spend 4m on more research is proof that a Cabinet reshuffle is necessary as this duo are impediments to the country finding timely solutions. Everyday and dollar wasted results in more damage to the North Sound and our fragile environment and as for that smell I guess it does not affect them or BT voters so they do not care.

I could have told you that! We want a state of the art system that does not mortgage us for the next half century!

    OK! So all these figures being quoted is basically estimates, of what? "Something we don't yet know" but our experts can come up with an estimate. Isn't That Special!! Now! I'll venture to say, knowing the modus operandi of both parties these costs will most assuredly escalate without explanation. Oh Yes!  We have become experts in how to waste valuable resources, so we should not be at all surprised if this project is added to the  following list.          

    Remember the Turtle Farm? It went from pre-estimate of CI$24M to CI$68M and is now being subsidized to the tune of CI$10M annually.                                                

    Remember the 3 high schools? Original estimate for the three was CI$150M. Actual cost of the [Clifton Hunter High School] the only one completed, was CI$100M. Of the other two one is sitting incomplete with all it's structural steel exposed to the weather, and the other is huge pile of fill. God only knows what they will cost if they are ever built!                                                                                               

    Then we have the docks! Where we have spent Millions & Millions on so many studies and the signing of useless MOUs that I don't think there can be anything more to look at on that project, but still No Dock!  The saddest thing about all this is, that with all the money wasted, not one politician has ben held responsible for all of this, which could rightly be called, misappropriation of funds. And no-one is accountable and no-one is called to answer.

    It is my firm opinion that if there is not a major change from the inept manner in which our government has been operating for the last 3 decades, this project will also be remembered as another ill conceived project that was truly needed, but never reached  implementation. So I will now ask the "Honorable Minister" please tell us who are these EXPERTS you speak of, that we have within government, who are referred to in this article? Hopefully not the same ones that were in-charge of those other projects mentioned above. The saddest thing is, that all the information needed for us to know what needs to be done and how, can be found [by these in-house experts] on the web sites of the Canadian, British and American Governments, under "Waste Management" for free, but I guess our in-house experts will say they can only think logically if they're wasting our money, which gives them an excuse to hire overseas consultants, and pay them. To think that this will cost us CI$4M makes me ill.

    Our Minister of Garbage really needs to step back and take a long look at ALL the reports and suggestions that have been done over the last "seems like 40 years"and stop talking "rubbish and get on with the job at hand.As another blogger said there is enough expertise on these 3 islands to deal with it.STOP wasting MY money on more so called "experts"from overseas.Enough already.The high school kids could have come up with a solution by now so maybe you should have attended the latest Science Fair?The beat goes on and on and on and on  zzzzzzzzzzzzzzz

        @19:40 please review the proposal from CARDNO ENTRIX (U.S company) through Dart Cayman. It is a 360 page long proposal so it will take you some time to read through but I encourage you and everyone else to read, and understand that we already have a proposal for a WASTE MANAGEMENT FACILITY which would go in B.T., time for the PPM to stop with filling their own pockets and DO THEIR JOBS!!!!!

          That said First you Reuse, Reclaim Recycle and compost

          then you think about putting something in a lined pit

    In the meantime, everybody could be voluntarily recycling the basics (plastic, metal, glass, paper, magazines, batteries, used cooking oil) through the existing programs.  By everyone, that means: gov't and private offices, all hotels, bars, restaurants, condo stratas, schools, churches, clubs, and all other private consumer households.  At this point, consumers are consciously making a choice with their refuse to be either part of the problem, or part of the solution.

          What would you say to David Cameron's pledge to do away with guidance on businesses as he seeks to slash red tape?

          Mac might be what he is and you mighten like him, but he got more vision and foresight than 3 thousand people.

          The Prime Minister (UK David Cameron)is aiming to get rid of "crazy" rules and cut around 90% of thousands of pages of guidance.

          Mr. Cameron hopes slashing the red tapes can lead to savings of up to 850 million pounds a year.

          Around 100 house building standards will also be slimed down to fewer than 10 and some requirements will be axed.

          This will make it easier for you to grow, to create jobs and to help give this country the long -term security we are working towards.

          That sounds just like Big Mac!!

          He goes on to say, " We will be the first government in Modern History to have reduced-rather than increased-domestic regulation during our term in office"

          We could do with some of that here!!

      I think your statement is a big part of the reason that a new waste management facilty is not under constuction and nearing operational status in Boddentown.

      No one was ever going to "move the dump". That phrase struck fear into the hearts of the voters between GT and BT who thought that the trucks would run 24 hours a day past their homes as the dump was moved.

        Fishing village mentality, the People in the Amazon would have know the waste facilitywas a new project.

        The proposal was exhibited   in the BT Civic centre,  and as usual we wouldnt attend, we sat on our ass and listen to gossip and slander.  Fishing village Mentality. Caymanians, it is now 2014 not 1940 you have to evolve and progress with the moving tide of your Islands.

    Recycle, repurpose and reuse will be tough strategies given the prevailing entitlement mindset and lack of education in these areas.  But the grocery stores could take another small step foward by eliminating all bags, including those for produce.  We must all have the will to change and adapt or Cayman will become a forgotten stinking tip.

    ci government is one of the biggest contributers to the dump and they have made virtually no attempt to curb that…..and most employed by ci government have no comprehension as to what they are doing to their own Island everyday….and ultimately will have to pay for it…blind leading the blind to line the pockets of a few

      I hope your braying might be toned down a notch when you realise three important facts:

      1.    Dart proposed moving the dump to two lined open pits.   Nothing more.   No "waste-management facility" of any kind other than in name. 

      2.    These open pits would not mitigate our waste/garbage in any way, just move it to a [mostly] residential area.    This is a poor solution, and only helpful to Dart, who owns the adjacent property.

      3.    The mere act of "moving" the dump will cost a currently unmeasurable but profound amount of public dollars, and in fact has the potential to be very dangerous to a significant portion of the island, to say nothing of the heath of the workers who actually have to load and transport the refuse.   We would end up with TWO hazardous landfills, with the first eventually being capped — which often produces hazards and problems of its own —  and the second would continue to grow as much as Trashmore has.     Add to this the additional future costs of fuel and time to truck the island's garbage to BT………. unconscionable.   

      Oh, what the hell……….. #4.    Mitigation in-situ is the only reasonable and sustainable choice.    Emphasis on sustainable.   You know………… the future — that period that extends beyond your simple perceptions today.

        Did you even listen to the plan, there was no intention to move the trash from GT to BT there was going to be new facility built in BT so we could start off fresh. Dart was going to cap the dump in GT and accept the cost of the ongoing maintenece of the site, the offer was worth over 60 Million dollars and would have given us a change to start off fresh with how we deal with our garbage. You are just another victim of misinformation and rumors started by the people you voted in and are now getting big paychecks for doing nothing. Watch how much money is spent ove the next few years on this while nothing gets done and in the end we still won't be able to afford it.

        Except 4 gives away your bias.  Because the site is a big problem.  The site is in the middle of the most economically significant area for the nation.  Even just moving it in pits is better than it sitting open in a mountain, but given the locations involved it was a great proposal.  Unfortunately the new goverment won seats in Bodden Town so they will now block the progress

        2 is not true.  The proposed site is over-reaching.  3 is just scaremongering and you over-reached there. 

        So really you do not like the proposal of the pits, but that can be dealt with by implementational changes at the proposed site, if necessary, and I am not convinced changes are necessary.

        The facility is a modern one used in civilized countries such as the US and Canada.

        I saw the proposal and engineering plans,  and had the common sense to see that is was not just two holes in the ground.

        The pits were  lined with a catchment for any liquid run-off, the liquid would be processed, filtered and purified to a state of clear water, then dispel in deep wells.

        The 105 acres would be cleared and filled for the sorting of recycled material. This would have secured  jobs for the men and women who sit on their asses in BT.

        Giving the facts that 80 % of our waste could be and should be recycled, there would hardly be any waste going into the pits.

        Get your facts straight and stop the damn gossip and slandering!! Start to educate your people to recycle!

    Sounds right.  Most mobsters are in waste management and use it as a way to fleese the public purse of millions.  About 0.2 %  of the 4 million is all it would actually cost to assess the issue and prove there is a problem. The rest will go directly into ther pockets of the gangsters involved.  Wake Up Prople!  Take your country back!
