Cops open dynamite enquiry
(CNS): A consignment of dynamite shipped into the Cayman Islands last month by a local company has triggered a police investigation. The container load of explosives, which was imported without a licence, has now been seized by the customs department, a spokesperson for the RCIPS confirmed Tuesday. “Police can confirm an investigation is currently on-going into a quantity of explosives which were imported into the Cayman Islands without the necessary paperwork,” an RCIPS official stated. Sources have told CNS that the explosives plus a key piece of heavy machinery which has also been imported and seized are in connection with a “major fill project” which could have significant public interest.
As yet unable to confirm the details regarding the explosives shipment and the under declared equipment, CNS has submitted a number of questions to the authorities and has also made an FOI request about the shipments, requesting copies of any correspondence relating to the dynamite and heavy equipment between various government agencies, departments and offices.
According to the law, anyone who wishes to import dynamite must have permission and a licence to do so. The explosives law states that anyone who is not authorised in writing by the National Roads Authority director to possess, control, sell, deal, buy or import explosives is guilty of a crime.

No my friends, this goes WAY above mere Cayman Law(lessness).
The movement of Explosives is Governed by International Laws & Regulations with VERY SERIOUS penalties, especially since 9/11.
Think MI5, Homeland Security, & International Shipping Laws (both Ocean going & Aircraft).
Bear in mind that CRUISE SHIPS are Prohibited from being within 5 Miles of this Class of Explosives, & that our Port Authority is REQUIRED to disclose the presence of Explosives within this ‘Exclusion Zone’ to any International Shipping Vessel entering this Zone.

This is not Rocket Science – unless the “Importees” were going to conduct some scientific research into the ” Big Bang ” theory about the origins of the Universe.
On the facts available it appears that ” SOMEONE ” has broken the law relating to importation of explosive materials. So, WHY has nobody been at least put on noticeof possible prosecution for an offense under the applicable law. And this does not include the possibility, however remote, that if anything had gone wrong, the contents of that container would have ” removed ” most of George Town.
Sure as Hell, if I arrived on a flight from Miami and failed to declare items which exceeded my ” Duty Free ” allowances, my arse would be under arrest, and I would be looking at criminal prosecution, an almost certain guilty verdict and, ( because there wouldn’t be any acceptable excuses ) a hefty fine, and duty penalties which could be as much as three times the duty payable.
IF THIS HAPPENED LAST MONTH, WHY HAS NOBODY BEEN ARRESTED.
Two BIG reasons poosible. First: Cayman is a third world country with a police/justice system to match and second:WHO is involved has more power then the so called laws (see first reason). Get used to it. It will not change in your lifetime.
I would also be Interested to know where this shipment originated. One would like to think that a person Cannot just go into a hardware store and purchase a container load of high explosive without setting off some alarm bells or raising some red flags. Surely there has to be some sort of permits required by the seller as well.
Make some arrests. The pigs will start squealing to save themselves.

Is this anything to do with an earlier problem when blasting using a specific explosive was banned so the company involved just switched to using something else that wasn't covered by the ban?

Were the percussion caps in the same shipment, or were they brought in separately on an airline, I wonder? It might be worth investigating.
You mean "Blasting" (detonator) caps….right?Percussion caps are used to fire a black powder weapon not explosives.

TSA's website says this about blasting caps on an airline: "Blasting caps, compressed air guns, fire extinguishers, flare pistols and gun lighters are regulated as hazardous materials and may only be transported as cargo on passenger planes under strict limitations in quantity and packaging"
It really would be interested to see if these rules were complied with or the parties and possibly Cayman Airways could be in for some serious issues in Miami as well. It would clearly be jail time in the USA if the package was mis-labelled or the quantities were incorrect.
CNS, please do your research on this airline comment. If true its probably even worst than the illegal shipment by boat.

This is Cayman, no-one will be prosecuted for the trivial little issue of a ton of unlicenced dyno. Wrong type of criminal you see. Just plead ignorance of the law. Get caught with a spliff butt though or dance and make merry on a Sunday and yo ass is in big big trouble
What needs to be investigated is the Politician(s) who tried to get this serious incident covered up. To me that is a worse crime than the crime itself but we know, as usual it will be swept under the carpet.

Does Cayman have an "Explosive Substances Act" or "Maritime Security Act" ? This could be very serious.
This is serious and I hope a full investigation is carried out by the police.
But the restriction on importing explosives and under declaring the value of equipment doesn’t apply to companies part owned by politicians does it – particularly where it is part of a big juicy development project.?
