Deputy governor’s minutes continue to shrink
(CNS): The latest minutes released by the deputy governor’s office are continuing on their decreasing path with very little information about the high level civil service management meetings. The minutes, which record the 27 May meeting, indicate that Deputy Governor Franz manderson had met with Alden McLaughlin, who was the Premier Elect at the time, to discuss the 'Rationalisation of the Public Service' and that a presentation was going to be provided to the newly elected government. The minutes also reveal that the current version of the sexual harassment policy was to be presented to the deputy governor for approval, following a review by the Legal Department.
However, very little else is revealed about what was discussed between the public sector bosses during the meeting, which lasted until 3:15pm

Deputy Governor. This is a position that should be made redundant. There is no real need for it and a total waste of funds for a country that is broke.

Franz has been a tremendous disappointment. He has been unable to make any meaningful change to an inefficient and over-priced civil service.
And what planet are you living on 9:12. Pay attention and you will see the tremendous accomplishment he has made in just over a year. What a buzzard comment.
Since you know so much, state all that he has done that wasn’t being worked on before he got his position. List it here for all of us to see. I guess you’re saying that is udp henchman is different from the rest of them too right? ?
What are you saying?? I think the fact that he and his staff have saved this country $10m is a tremendous achievement in just a year. In the private sector he would get a huge bonus. Guess you forgot about the great work the civil service did in preparing for the new Govrrnment which has been acknowledged by the Premier. Oh wait I’m sure you didn’t know that 97% of the civil service has performance agreements compared to under 20% before he took over. Now Mr Mandersom can hold his staff accountabile for thier prrformance Please don’t look so out of touch.
He and his staff have saved the country $10 m .. For your information that is what he is being paid his huge salary to do! Good if he finally achieved something. As for the so called performance agreements, do yourself a favour and take the time to examine them and you will find that there is no substance to it and the format is mostly useless. The majority are still receiving glowing reports, albeit that everyone knows they are less than stellar performers. This might have been a great, cooked up PR campaign but nothing more than that. A huge disappointment indeed.
You call cutting 140 post from the civil service plus an additional $10m savings in HR costs a dissapointment??? Please don't post without thought!
All of that was achieved by the hard work of department heads, not Franz , so you don't get on here with your idiotic defensiveness without the facts!

Look at the govt org chart and see what responsibilities are now falling under the Dep Governor! They should do away with this office or downgrade it because it is a complete waste of money to be paying such a huge salary along with the unnecessary staff. Really now- so much rubbish. Mr Manderson is the CEO of a company employes 3500 people which provides ALL the services that we depend on every day of our lives. And you have the nerve to say that the post should be downgraded.I would bet that his pay is not in the top 100 of the CEO,s in Cayman. in fact many of the CEO,s of the statutory authorities are paid more than Mr Manderson. Thanks to the new Goverment for taking some of the work off his plate so that he can really spend his time running the civil service.
21:15: Rubbish!! CEO of which 3,500 people? He just might earn what some statutory authority heads earn if he gives up his perpetual contract and takes one with an expiry date, gives up his right to retirement health care benefits, experiences how its feels when salaries are based on what his organisation earns (with no overdraft or “bridge financing”), etc. I generally support the civil service but you guys really irk me when you trot out this rubbish as it shows how out of touch some of you really are.
If Mr Manderson is not the CEO of the Civil Service then who is?? Why should he as a Caymanian have to give up his pension and health benefits? Why would you suggest this?
Oh I'm sure it does his ego good that the government has "taken some of the work off his plate". LOL All I can say is Alden is a smart man and I am glad that he is reshuffling and has enough sense to see what he needed to take control of.
A PR stunt. Some characters in government believe they are so smart that us poor fools out here will never see through the games. These so called minutes are and have always been nothing but a bad joke and a complete waste of time.
Again, the Minutes don't say much because these people really don't have much to talk about. Or is it that we are only supposed to give the appearance of transparency to appease the masses?

Is there anything in his minutes in regards to him doing something with his employees (civil servant ) where most of them own a trade & business license, who are competing with the private sector businesses, whom are folding daily.

Minutes of the meeting are looking more like seconds of the meeting. Seems to be a total waste of time and issues that can be dealt wi through use of electronic means.
