Controversial cop moved to Sister Islands

frank owens.jpg(CNS): The long rumoured move of Frank Owens from George Town police station to the commander’s post on Cayman Brac has been confirmed. According to the RCIPS’ Facebook page and website, Owens is the subject of a current civil suit filed by a serving officer and has also faced allegations of assault which were not prosecuted as the director of public prosecutions (DPP) said it was not in the public interest. He is now in charge of the Cayman Brac and Little Cayman police. He replaces Inspector Pearson Best, who has been transferred to George Town police station. Meanwhile, Chief Inspector Angelique Howell is now the District Commander for George Town.

Among other promotions, Chief Inspector Robert Scotland was promoted to Detective Superintendent. Scotland is the new head of the Specialist Operations portfolio, which includes Drugs and Serious Crime Task Force, Joint Marine Unit, USG, K-9 and Air Operations Unit. Scotland has over 23 years experience in the RCIPS, having joined the service as a cadet in 1990.

Detective Chief Inspector Mike Cranswick is now Detective Superintendent. He joined RCIPS in October 2010 as Detective Chief Inspector (SIO – Senior Investigating Officer). Prior to this, he had 28 years policing experience with South Wales Police in the UK, the majority of that time was as a detective and SIO.

Acting Chief Inspector Brad Ebanks was confirmed in that position and he will remain as Commander in the Eastern Districts. Ebanks joined the RCIPS in 1986 and has served in a various roles in the Uniform Branch from West Bay to the Financial Crimes Unit and was the Commander of the Joint Marine Unit for four years. He is currently pursuing a course in Public Administration.

    The problem with the RCIPS infortunately is the most of the really good officers have either left or trying to leave and what we w are left with is lets say not what or the type we should be paying millions of our money and simply will never be worth it either. We see this in the amount of lawsuits now and internal investigations and even their own officers suing now for various grievences and unfortunately we are left with importing persons from other jurisdiction who come here with serious issues and discriminatory agendas. Thatthem causes this same foreign leadership to promote certain very dubious local officers who's past deeds would have warranted a jail sentence not a poromotion to appease and decieve our political leadership into the belief that they are looking after Caymanians in the RCIPS which is not the case. And who the Cap fit let them wear it, the truth maybe offensive but it aint no sin.

    I'm very happy to see Brad Ebanks promoted to Chief Inspector.  He's one of the best officers that the RCIP has in my opinion.  He's a man of his word, he's committed to the job and he's honest and very capable.  He not afraid to prosecute criminals.  Congrats Brad.  Well done.

    Perhaps Frank's reputation as a tough cop preceeded him. I hear that the burglaries on the Brac stopped dead with his arrival on the island.

      The burglaries stopped because the lil thiefing ring leader is no longer there. Owens had nothing to do with it.

    I'm impressed with his actions so far.  Particularly taking keys from a yound man who is very reckless on his motorcycle.  I know this may not be popular, but he may have saved this kids life.

      Did he have any authority under law to "take the keys"??  was this young man being prosecuted for an offense?  Was his vehicle seized for an offense?  Popular or not, it's these kinds of ultra vires actions that have landed the RCIPS in hot water recently…being okay with the police breaking the law as long as it seems to please some is a very slippery slope..

    The Brac is a dumping ground for those police who are hard to handle has alway been that way with that said we have had some real good police over the last 10 years they tend to exile those they cannot control mostly, This has had some very positive changes to the policing in the Brac started in the Late 90's under Insp Seales & Powell who were responsible for intiating  some very necessary changes which improve they way Policing should be done and restore peoples confidence in the RCIPS. Others just sat it out  like everybody else and waited to be removed from their exile. Good Luck watch out for those soldier crabs they bite!

    Known Frank for a long time. He's a good cop, and has alot of enemies. But that comes with the job. Nobody is perfect. I recall the many good things he has done and his bravery. I hope he makes a great contribution to the Sister Islands.
