Dump row escalates
(CNS): The president of the Chamber of Commerce has hit out once again at government over the dump, escalating the row, following comments made by the premier in his address at the Fidelity CEO Conference on Thursday. In a letter to the Chamber membership berating government for moving too slowly, Johann Moxam said the Framework for Fiscal Responsibility (FFR) process shouldn’t be used as the excuse for delaying action. However, the governor has also emphasised the need for the requirements of the FFR agreement with the UK to be met to make sure government does the right thing for the long term and that any solution offers value for money and can be afforded by the Caymanian taxpayer.
The Chamber boss hit out at the premier for stalling and described the situation at both the George Town and Cayman Brac dumps as “disgraceful examples of our Islands' lack of leadership, planning and urgency”. “Cayman cannot afford the multiple excuses, egos, and political rhetoric,” he said, as it would not fix the literally burning issue.
Moxam also took aim at Premier Alden McLaughlin for revealing that he (Moxam) had been involved in the original bid and suggested that the premier was implying his position on the dump might be because of commercial interest – although McLaughlin made no such reference.
Moxam said it was correct that he had been involved in a bid but he found it “disturbing and irresponsible for thepremier” to have revealed the confidential information about his business interests and said the comments led him to believe McLaughlin was “attempting to imply that I was using this high office to further my business interests and personal agenda,” which Moxam denied.
He said he and all the Chamber members had a right to point out the delays towards a solution for Cayman’s waste management were not necessary and that there was enough information out there already on which to base the business case.
During his speech at the conference, McLaughlin said the fires had brought the issue of waste management into sharp focus and the government was facing calls for an immediate solution to a problem that is the result of many years of unsustainable waste management practices.
“While we fully acknowledge the urgency of this issue, we cannot be reasonably expected to resolve it overnight. The procurement process for major projects like this was outlined in the FFR, and has been enshrined in our Public Management and Finance Law. We do not have a choice,” he said.
“The processes that are in place under the Public Management and Finance Law are there in large part because of the disastrous consequences of the last tendering exercise conducted by government for a waste management solution. I am sure my good friend, the President of the Chamber, will recall this well, as he was involved in that tendering exercise,” McLaughlin added.
He said the process would ensure transparency and accountability in the procurement process this time round.
His comments were supported by the governor, Helen Kilpatrick. Responding to CNS questions, she said that she was committed to working with the CIG to find an effective long term response.
“I recognise the frustration that the issue is causing and I know that the Cabinet is doing what it can to contain the problem and work quickly towards finding a longer term solution for our waste management,” she said.
“The terms of the FFR are well documented and there is limited scope to increase government borrowing. It is critical that infrastructure projects move forward quickly in a way that meets these requirements. The UK Government stands ready to continue to work in partnership with CIG to help deliver key infrastructure projects. The Foreign and Commonwealth Office has been in discussions with CIG about calling on the services of Infrastructure UK, the UK Government body with strategic capability for infrastructure delivery,” Kilpatrick told CNS.
She also said the services of UK waste management experts could be called upon by CIG and the UK government would be happy to help facilitate expertise as may be necessary.

While it is Mr. Moxam's right to point fingers at the Government, it is also the Premier's right to highlight to the public who they are dealing with and give them background information that they (the public) can come to informed conclusions. I don't think the Premier is being childish for highlighting Mr. Johann's position, he was merely making people aware of Mr. Moxam's previous involvement with regards to the dump, now if people want to conclude that Mr. Moxam's motives may not be so pure with that information that is their right. Don't shoot the messenger (the Premier), he was simply giving you all the facts, take from it what you wish. Mr. Moxam's quick action to state that Mr. Premier was somehow implying that his position on the dump might be because of commercial interest (although the Premier never actually said this) reminds of the the following: If a man sees another man loitering outside a bank, he may think nothing of it and may not even notice the man, but if a thief sees a man loitering outside a bank, he will immediately think that he is going to rob the bank. Our conscience and our own integrity are powerful tools in how we perceive things.
CLever ploy by the Premier the feud between these two has been ongoing before during and now even mote so that they both gave high profile positions. Big egoes the two which Cayman,an does not need. You two need to rspect each other and work together for the common good.

The anarchy and chaos will not stop by placing it in Bodden Town or anywhere east. The gov't or private sector will never be able to guarantee that there won't be another fire or leak into the ground water either. So WTH are you people dreaming is going to happen by changing the location of the landfill. Recycling is the only way out . Send the garbage out of the country.

Bodden Towner for the dump in Bodden town. Trust me you are out there on your own. We did not want the dump in Bodden town hence a clean slide of a ppm win. Start recycling on the existing site and convert it into energy to lower our utilities costs – CUC is right next door you can't achieve that from Bodden town.
I think Moxam destroyed his credibility on this one, but still Ozzie should know what needs to be done and get on with it, letting us the people know what the process is and where he is with respect to the process and what the anticipated time line is. End of story.

As a Bodden Towner, I can say with certainty that not all Bodden Towners were against the proposed waste management facility. There were a small very vocal group trying to make it seem that they spoke for all. The location was a far away from residential areas. The main concern was how it would be run and the actual facility that would be built. This is what needed to be explained to the district.
What I don't understand is why Ozzie and the PPM are not endorsing recycling and giving the implementation of that program the green light while they figure out what to do with the dump?
Certainly the CI government could institute mandatory recycling.

Im happy that you have the cohunes to tell the people the truth. The concept was brought to BTseveral times, but most residence wouldnt attend. This is the reason why the politicians were able to fool them.
I drove the site and it is exactly 2-1/2 miles from any residence.
The plans were all laid out how it would be built. a liner at the bottom of the pit, drain pipes laid around for catchement, to collect the leech- water-liquids and a treatment plant to purify any liquid that would happen to drain off from the waste…perfect engineering.
No contaminated liquid was going to enter the ground water. It is a better system than your normal septic tank, which only separates the solid before dumping the liquid into a deep well.
I think most people wanted Mr. Dart to build the recycling plant and handle Caymanians waste…absurd! thats your all waste, you must deal with your own waste.

As far as i could understand from the concept displayed, Dart was preparing the property for a proper recycling plant and a modern waste management facility. Mr. Dart wouldnt settle for anything less.

In truth and in fact, Mr. Dart purchased a mined out quarry which is just a big hole from which all of the marl had been used elsewhere. Dart proposed turning this big hole into a series of smaller holes, or receptacles for receiving garbage, and one of those he would have covered with a liner. After that, everything else was up to the Cayman Islands Government.
All that the Cayman Islands Government would have received was a fresh, but properly lined, new hole to start dumping garbage into. Problem solved for Dart as far as stench reaching Camana Bay, but I see no reason to expect that DEH would suddenly start doing in Bodden Town what they should have been doing all along at the present dump site.

There was NEVER a landfill proposed for the quarry site.It was proposed for an adjoining property. The air is terrible tonight again, is the dump smoldering again? Would the authorities tell us if it was? As the dept of health barely mentioned the health risks and advisable precautions arising from the dump fires, here are some basic recommendations in case you suffer with air quality issues due to living/ working/ near the dump!
air purifiers, especially for kids rooms, if you live within a mile of the dump, You can also turn off your air cons to stop the air coming in. If you live within a mile of the dump you will be shocked by how poor your air quality is, especially if you are unfortunately situated for prevailing winds. They sell good ones at brand source, get the best one you can afford. There is no management or testing of the landfill gases that escape the dump, so don't think the govt has it under control. Thy dont. A lot of the hideous gases you can't even smell, such as methane.
As the govt does not routinely ,( or not at all perhaps?)check the quality of the drinking water in housing in gt/ Smb near the dump, you cannot guarantee that toxic groundwater / leachate hasn't got into the pipes your drinking water comes through. I never give my kids water from the tap, always bottled. The dump has been squelching its filth into the groundwater for years and years, the land is probably awash with toxins, and the flooding we get seasonally helps to swill them all around. Again no testing is done by the dept of env. Health on the soil so don't expect them to safeguard you and your kids health. They won't. They just safeguard their jobs and themselves..bit like Alden and Osborne.
Also splashing around in puddles if you live anywhere near the dump is a bad idea due to the groundwater/ leachate potential danger.
And all that ash from the fire will be sitting on the ground on the grass / soil kids play and dig in, so limit digging/ingesting soil. Wash hands after playing.
If the air stinks as iit often does these days, go inside and turn off air cons, and on the air purifier.
and wait for the government to do something about this environmental crisis. We cannot wait any longer. It may already be too late , has our health/ our kids health already been impacted?
By the way if the dept of health , can offer us any useful tips on surviving the next dump fire, with our lungs intact, do climb down from your lofty civil service perches and fill us in please.
The long and the short of this story is that the PPM won the last election by promising that no dump would go to Bodden Town. That dump is not moving anytime in the next four years. End of story.
I think the promise to the Bodden Towners is blocking any chance of it going east.
He has formed a committee who probably will be given order to come up with a proposal to keep it where it is. It does not mean that there may not be an improvement in that location.
The interesting thing is that I have heard others point out the fire at the dump. If that dump was further east the prevailing winds from the east would have sent the smoke over George Town and maybe West Bay road as well.

The issue is that the whole country is suffering because of selfish Bodden Towners who live in a district they allow to look trashy already! The rest of the country should force you to keep your own rubbish then.
Ultimately the simple fact is that successive governments and their civil servants have been involved in multiple RFP's, sundry formal and informal bid processes, presentations, fact gathering and fact finding trips to have more than enough information to re-start the RFP process. Some of the people on the new Committee were involved in these previous processes as obviously Civil Servants don't change so much compared to the politicians who come and go every 4 years.
These presentations etc have been going on for over 10 years – I was involved in 2 to different Ministers with that portfolio that long ago.
So to form a 16, yes 16 person, committee to revisit this whole subject over the next 2 years is preposterous and merely playing politics however it is dressed up. They have every bit of necessary information already or they can get the latest industry information rapidly to be able to re-start the RFP process within 6 months.
No more excuses, get on with it and a) stop wasting our money, and b) address as a matter of urgency (if thats possible for a 16 person committee) this appalling situation that exists in our islands, yes I'm looking at the Brac dump as well, which is embarrassing but as usual more out of sight out of mind.

Moxam is the first president in along time to actually represent the concerns of members. He is feisty and fearless. He is absolutely correct on this dump fiasco. As a member I feel like I know what is going now because he communicates with emails to members. he is accessible talks about the goals of the chamber. What did the last president do? You do not have to like him as a person to realize he is doing the right things and shaking thingsup for members. He concerned about the country. XXXX Chamber is relevant now. Whilst committees are still being formed to reinvent the wheel etc, I hold no concerns about permit renewal.
One problem that can be solved. If the elected cannot or will not produce results quickly and in tangible form, then get them out.
I do not care who gets the credit as long as they can think clearly, have integrity, act with a degree of agency and act with some responsibility. If this means bringing in people from overseas who can think and act on their own then let's start getting the flights booked. 1. the Dump is a problem
2. the problem needs to be resolved
3. the problem needs to be resolved in a safe, cost-effective manner
He also knows that he has two options:
1. move the dump to BT
2. remediate the problem at its present location

Wiil you please listen!! Do you know if any measures are in place to allow the airplanes to land in the sea when the smoke from the dump prevents them from landing at the airport? What about if the dump should start burning one evening and the planes cannot land safely because of the smoke?
Did you know the dump smolders at least 50 per cent of the time? But we dont see it- its in the trash pile. Did you know that it leaches directly into the dykes system and groundwater, yes where your tap water pipes sit, probably right in the water table? Did you know they never test the air quality around the landfill to check for any gases, including all those carcinogenic ones that invade you lungs? Did you know that they burn medical waste up there, probably without filters or scrubbers to filter out the heavy metals and other deadly toxins and carcinogens?
no wonder the dept of environment al health don't answer the phone. No wonder there is no hotline to report public health problems to at 3 in the morning when your home is full of smoke from a landfill fire. XXXX
There is no excuse for inaction it's obvious that pandering to Bodden towers means this govt has basically tied its own hands with regard to the dump, at the expense of the whole nation. It's spineless and despicable !
Young children and babies , not to mention everyone else, have been potentially caused untold damage by the breathing in the fumes from two huge dump blazes, the dept of environmental health are a shambles and don't even answer the phone let alone give public health advisories. XXXX
We obviously cannot trust this government to look after us and our children. They are a complete joke. They don't even bother to test the air for toxicity levels during a landfill blaze. This would be evidence to prove their negligence in mismanaging the landfill of course! thats why! My god, this is like a third world country.
Whatvthey don't tell us is that the landfill shoulders nearly all the time, you don't see the flames because its deep in the pile, but the toxic fumes will still be breathed in by anyone in a mile radius. They also burn medical waste there and god only knows what safety protocols are followed, probably none. We breathe all those airborne particles too,, plastic, syringes, mercury, metal, colostomy bags, surgical equipment, and on and on and on. No one knows what thisis doing to our health or our childrens health and yet….. Another 2 years we must wait!!!!!!!

Bravo Johan and keep up the pressure. There is absolutely no need to form another committee to wast taxpayers money, we know what we need to do we only need to decide when and where. I find it quiet upsetting that elected officials feel so big that no one can challenge or question their decisions.
There is 20,000 reasons to form a new committee and spred out some more tax payers money. If money is ONLY spent on skill and expertise how will the people eat? That is the real reason nothing gets done here.
This Government delayed the process on day 1 by refusing the move to Bodden Town because it wanted to protect future electoral power.

Too many persons on this island seems to be of the opinion that they can say whatever they want about whomever but that person should not say anything to defend themselves. Yes the Premier and other politicians are only human and I think the public need to understand that all they are doing is distracting them form doing their work. I agree that the land fill is an eye sore and it needs to be remedied ASAP but the minister has a right to set up his own committee to get his study done. Apparently some of the reports that should haven been done was not done and the Minister has to ensure that he will be working from a particular position with the most current information as possible. Ossis do not be drawn in to any arguments with any one , keep focus and do what you have to do. This also applies to the Premier and the rest of the Government.

No disrespect, this is an honest question: Why do PEOPLE say PERSONS so much in Cayman? It sounds so pretentious in most uses. Yes, the plural of person is persons, but to say "too many persons" seems strange because you're not talking about a quantified number of individuals. Saying something like "eight persons were arrested " might be OK, but to my ears, so is "eight people were arrested". But to use "persons" when you're talking about a unquantified group of people, seems wrong. It would be like saying "The Caymanian persons demand justice". Can anybody shed some light on this language usage? Has it always been that way here?

A little advice Mr. Moxam! If you start a fight be prepared that the other guy is going to be throwing blows your way too. Ask yourself these questions! What positive thing have I done personally, or what specific constructive advice have I given Government that will to help move this thing forward in a logical and sustainable way that will end in a state of the art garbage collection and recycling plant. You have given Mr. Bodden until September to come up with a solution! He obviously doesn't have one. So since you seem to be an expert in garbage dump remediation, why don't you tell the world how it's done.
I was just being a bit facetious in the above, but we must stop beating up on each other and take the time to find a proper and lasting solution to Mt. Trashmore. We cannot jump into this thing thinking! Oh it's just a pile of garbage and start digging before we have proper advice on how and where we should begin. We must do differently from what we've done re some of our past efforts pertaining to this dump. We must make sure that whatever we do will alleviate the problem, and leave us with a facility that will do the job properly for many years to come.
So let us stop throwing stones at each other Caymanians! Others who live here are looking at us with glee, because they are gradually taking control of our Island. I say let us stand together and work to solve this and the many other urgent problems we'll have facing us for the next decade or two if we don't get busy prioritizing and finding solutions for these problems!

First step is to implement mandatory recycling for the country. Starting with the major trash producers on West Bay road. This has been done effectively in countries like Canada. While the major issues of the dump can't be tackled at present due to the FFR we can implement short term strategies such as recycling to minimise the amount of waste sent to the dump on a daily basis.
Yes, and I think in the Premier's speech he also highlighted this need for recycling and said measures were being put in place for this.

Moxam was honest and frank at the CEO conference….a refreshing change.
This is a situation where both men are correct (sort of).
The Premier is correct that this problem cannot be solved overnight.
But Mr. Moxam is correct to not let that fact force him (and his membership) to just sit back and wait and see.
We should all keep applying as much pressure as possible on the Government to fix this problem. Not doing so has lead us to where we are today.
I was at the conference and I certainly though the Premier was implying that Moxam had done something untoward. And since the comment wasn't really relative to the process going forward, it was evident that the Premier was using the opportunity to attack Moxam for the Chamber's recent stance on the GT Dump. We should be used to these kinds of tactics – we saw them from Big Mac all the time. Maybe it's time to start calling Alden "Little Mac".
In any case, I thought there were laws about divulging confidential information here in the Cayman Islands? If so, and if Alden divulged something that was indeed confidential, shouldn't he be prosecuted or at least censured like Chucky was for divulging confidential information to the press? At least Chucky was able to say with some conviction that he thought divulging the information was in the best interests of the country. All Alden did was divulge information that was in the best interests of himself and his government.
Cayman's land, sea and residents are being poisoned by the George Town Landfil and we're playing petty politics, pointing fingers and deflecting the issues. Let's form a committee and discuss.

Would somebody somewhere just do something? I am not into politics, but this is getting beyond a joke, everything else should be put on hold until this is sorted out. No point on revamping George Town because the smell of the dump will still be there, no point getting a dock for the cruise ships because they will stop coming if the first thing they see of the island is the Mt Trashmore and it's 1000 foot high column of smoke. Finally please stop forming committees, the only people to gain from this are the people who make the cups of tea for these endless committees. Just take the bull by the horns, stop worrying about being re elected and make a decision.

The point seems to be missed by the CIG. Money has been spent previously to reach the point of RFP. Why waste time and money again. Unfortunately, this government looked a gift hoarse in the mouth and dismissed the free existing solution out of hand for political reasons.
Now the are buying time as they are well aware that any other solution, outside of the DART proposal, will cost substantial money which the government does not have nor that tax payers can afford. Therefore the politically correct thing to do is stall and go through the motions of “working on it”
He (Moxam) is using the Chamber for his personal gain. I as a member did not know of his invlovement and tendering to this> He should be removed from the post immediately as he is using this pkatform for his personal gain.
Moxam should have made this known to the Chamber when he took the position, where he stoodon his subject.
I am an expatriate who has the pleasure of knowing Mr Moxam. If i was able to vote this man would get mine. I was involved with the chamber and know he mentioned his involvement with the rfp process when he became a councillor years back. He understands the nastiness of politics and all the games being played but he is fair and understands the fine line of integration, investment thats needed while still opening up opportunities for the Caymanian people.
Johann will be a success because he has the integrity needed to serve the country and membership without the goal of lining his pocket like some recent Chamber presidents.

Well said Johann! The premier knew exactly what he was attempting to do in calling you out. there was nothing positive about it. Very childish behavior on his part.
Snickering and behaving like a kid on a playground is also childish and definitely unbecoming of someone in the position of President of the Chamber. I was planning to become a member of that organisation but after this I think I will wait a while longer and see who the next President will be.
Read his letter to the Chamber membership before any silly comments
